This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into an Indefinite Delivery, Indefinite Quantity type contract with Allied International Corporation, 7 Hill Street, Bedford Hills NY 10507. This five-year period contract will include the requirements for the supply of Transformer Rectifiers for the APS-137 System in support of the Special Missions Program. A minimum of 7 will be procured at contract award and the maximum to be ordered under the contract over the 5 year ordering period is 30. Delivery will be FOB Origin, NSWC-Crane, Crane IN 47522-5000. Inspection and acceptance will be at origin by the Defense Contract Management Agency (DCMA). A solicitation will be issued using other than full and open competition to Allied International Corporation, Bedford Hills, NY IAW FAR 6.302. All changes to the requirement that occur prior to the closing date will be posted to Crane website, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps, and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. This solicitation will be available on or about 07 July 2006 at the following address: FedBizOps http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil, and the Crane webpage at http://www.crane.navy.mil.supply/announce.htm. No hard copies of the solicitation will be mailed. The offeror must download from the www site listed. Offer must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to download the RFP and to submit offers to the POC at NSWC Crane. NAICS Code 336413 FSC Class 58. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, Allied International Corporation, 7 Hill St, Bedford Hills, NY 10507, under the authority 10 U.S.C. 2304( c)(1) as implemented by FAR 6.302-1. The Government does not own or possess the necessary Level III hardware or software documentation necessary for full and open competition. All documentation, drawings, testing specifications and procedures, and depot level test benches for the listed APS-137 derivative equipment are proprietary to Allied International Corporation. Interested parties may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determinin g whether to conduct a competitive procurement.
