1. This invitation for bids follows the general procurement notice for Higher Education Enhancement Project (HEEP) that appeared in United Nations Development Business (UNDB) on 31st January 2004.

2. The Ministry of Higher Education has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of financing the enhancement of higher education and it intends to apply part of the proceeds of this loan to payments under the contract for “The Infrastructure Enhancement of the Egyptian Universities Network (Phase 1)", No. 5/G/WB/ICB/ICTP/2006.

3. The Ministry of Higher Education - Projects Management Unit (PMU) now invites sealed bids from eligible bidders for the Infrastructure Enhancement of the Egyptian Universities Network (Phase 1). These are to be provided in the following Lots:


Lot (1): Servers and Storage, Bid Bond EGP: 100,000.00, Document Fees EGP: 300.00
Lot (2): Network Management and Communication, Bid Bond EGP: 50,000.00, Document Fees EGP: 200.00
Lot (3): Energy Sources, Bid Bond EGP: 10,000.00, Document Fees EGP: 150.00

- Bidders must bid for the entire Lot as a whole, otherwise they will be considered non-responsive.
- Bidders can bid for one or more Lots.

4. Bidding will be conducted through the international competitive bidding ICB procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines. Domestic preference of 15% will be granted for domestically manufactured goods when comparing domestic goods with those from foreign manufacturers.

5. Suppliers should have a minimum level of three (3) years experience as a manufacturer or agent for similar type of goods. Any supplier should have a local agent for the provision of after sales services and maintenance at time of contract award.

6. Interested eligible bidders may obtain further information from the Ministry of Higher Education – Projects Management Unit (PMU) and inspect the bidding documents at the address given below from 9:00 AM to 5:00 PM (Sunday-Thursday) Cairo local time or from the project web address http://www.ictp.org.eg.

7. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee for each Lot. The bid security and bid documents fees are listed above:

8. Bids must be delivered to the address below on or before July 30th , 2006, at 12:00 Noon (Cairo local time). The bid must be accompanied by a bid security for each Lot as mentioned above or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at the address below at 12:00 noon (Cairo local time) on July 30th, 2006.

9. A Pre-bid conference will be held at the address below on 9th July 2006.
