SUSTAINABLE AND EQUITABLE GROWTH TECHNICAL ASSISTANCE PROGRAM - PACE
GENERAL PROCUREMENT NOTICE
Loan Agreement n. 7253/BR

1. The Federative Republic of Brazil has received a loan in the amount of US$ 12.12 million from the World Bank, referring to the Sustainable and Equitable Growth Technical Assistance Program, and it intends to apply part of the loan proceeds towards payments under contracts for purchase of goods and for consulting services, to be submitted to biding in the scope of this project.


2. The project shall finance consulting services, delivery of training and purchase of equipment, with a view to achieving the following results in the current year (beneficiaries indicated in parentheses):

(i) reducing logistics costs:
• Promotion of Public-Private Partnerships in Transport Projects (National Transport Policy Secretariat);
• Performance assessment of port management (National Agency of Waterway Transport).
• Guidelines for competition promotion and defense in the port sub-sector (National Agency of Waterway Transport).
• Monitoring and Evaluation System of the Transport Programs (National Department of Transport Infrastructure).
• Archive Organization and Documental Management (National Agency of Land Transport).
• Production of Institutional Video for induction and training of the new employees of the ANTT (National Agency of Land Transport).

(ii) improving the business environment:
• Institutional strengthening of the agencies of the Brazilian System of Competition Defense, by improving procedural logistics (Secretariat of Economic Law);
• Study for establishment of the System of Electronic Management of Documents – GED (Secretariat of Economic Law).
• Cost-benefit analysis of the use of the Judiciary Power and its impacts on economic development of the public and private sectors – Class actions (Secretariat of Judicial Reform);
• Assessment of costs and benefits of the Federal Union’s activity as judicial litigant (Secretariat of Judicial Reform).
• Institutional strengthening and structuring (Economic Defense Administrative Board);
• Elaboration of Study on the Brazilian Port Sector (Secretariat of Economic Monitoring).

(iii) enhancing efficiency and depth of the financial system:
• Study on Consigned Credit: The Impact on the Economy of the Families of Wage-earning Workers and Pensioners of the INSS (Secretariat of Economic Policy);
• Study on the Demand for Financial Services and the Banking Inclusion of the Low-income Population in Brazil (Secretariat of Economic Policy);
• Study on Credit Cooperatives: Access to Credit and to Banking Services in Brazil (Secretariat of Economic Policy);
• Diagnosis of SUSEP’s information technology needs (hardware and software) and proposal of action plan to fulfill such needs (Private Insurance Superintendence);
• Technical and operational feasibility study of a data base of insurance holders (Private Insurance Superintendence);
• Technical and operational feasibility study of a system of strategic planning monitoring (Private Insurance Superintendence);
• Seminar for presentation of the project of Institutional Development developed by Brightwater – "Legal Protection" and "Asset-Liability Management" (Private Insurance Superintendence).
• Document containing action strategy for improvement of asset analysis (Private Insurance Superintendence).
• Holding of seminar and technical visits to insurances and reinsurance supervisory authorities of other countries (Private Insurance Superintendence).

(iv) increasing technological innovation capacity:
• Support to the establishment of the Innovation Portal (Executive Secretariat of the Ministry of Science and Technology);
• Evaluation of the Current Situation of Technological Extensionism in Brazil (Executive Secretariat of the Ministry of Science and Technology);
• Study of the International Experiences on Technological Extensionism in Brazil (Executive Secretariat of the Ministry of Science and Technology);
• Diagnosis of the Studies and Projects on Climatic Changes and their Links with the Carbon Market in Brazil.
• Seminar on Strategic Technological Extension Services in Brazil (Executive Secretariat of the Ministry of Science and Technology);
• Portal of the Brazilian Forum of Climatic Changes – Interaction between the Civil Society and Government (update, links to the main websites of the world on climate/themes of interest and maintain in operation for 2 years) Brazil (Executive Secretariat of the Ministry of Science and Technology);
• Study on Use of the soil and biomass and Clean Development Mechanism in the Brazilian Amazon (Executive Secretariat of the Ministry of Science and Technology);
• Hydroelectric plants and Carbon cycle (potential for use of CDM) Brazil (Executive Secretariat of the Ministry of Science and Technology);
• Evaluation of the Energy Biomass Potential for Projects applying for Clean Development Mechanism (CDM) in Brazil (Executive Secretariat of the Ministry of Science and Technology);
• Climatic Vulnerability and Water Resources in Brazil (Executive Secretariat of the Ministry of Science and Technology).

3. Bidding of contracts financed by the World Bank will be conducted according to the rules specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (published by the World Bank in January 1995 and reviewed in January and August of 1996, September 1997 and January 1999), and is open to all bidders defined in the guidelines. The consulting services will be selected according to the rules specified in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (published by the Bank in January 1997 and reviewed in September 1997, January 1999, and May 2002).

4. Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for consulting services will be announced, as they become available, in the UM Development Business, in the dgMarket and in local newspapers.

5.
