This is a Request for Information (RFI) only. It is not a solicitation nor does it guarantee a solicitation will be issued.
The 99th Contracting Squadron, Nellis AFB NV, is conducting market research for development of an unmanned aerial vehicle (UAV) to demonstrate an integrated payload designed to carry RF broadcast equipment. The program will include integration of a payload and multiple antennas, electromagnetic interference checks, and approximately 10 sortie flight demonstrations. The UAV should meet the following requirements:
Payload
-Threshold: 500lbs capacity- Accommodate rack mount equipment measuring 24 x 24 x 19 with easy removal and replace modular Line Replaceable Units
- Objective: 600lbs capacity- Accommodate rack mount equipment measuring 24 x 48 x 19 with easy removal and replace modular Line Replaceable Units
Available Power to Payload
-Threshold: Power 1 x 300 watt transmitter
-Objective: Power 3 x 300 watt transmitter
Aircraft Endurance
-Threshold: 12 hours- The UAV should be able to fly 4 hours to the target area, loiter for 4 hours and then return to base
Aircraft Range
-Threshold: 1,200 nm (600nm each way with 4 hour loiter on station)
UAV Control
-Threshold: Encrypted line of sight control with waypoint navigation capability
-Objective: Encrypted line of sight control with waypoint navigation capability, automatic take off and landing, and the ability to hand off control to another line of sight GCS
Altitude
-Threshold: 15,000 ft MSL
-Objective: 27,000 ft MSL
Engine Fuel
-Threshold: Heavy Fuel
-Objective: Jet fuel capable (JP-4, 5, 8, Jet-A)
GCS Parameters
-Threshold: The ground control station will display aircraft location and operating parameters (airspeed, altitude, )
Dynamic Re-tasking
-Threshold: Command line of sight via waypoint navigation plus a return to base capability in the event of C2 signal loss
Open Architecture (Plug and Play)
If you feel you can provide these services, please provide a 5-page Capabilities Statement addressing the items below to Capt Miranda Williams at miranda.williams@nellis.af.mil NLT 1600 PST, 12 July 2006:
1. What capabilities does your organization possess to successfully accomplish the requirements described in this RFI
2. What is your business size (e.g., 8(a), Service-Disabled Veteran Owned, Large Business, etc.)
3. If a solicitation for this effort were issued, would your organization submit a proposal as a prime contractor or subcontractor
4. What percentage of this effort would be appropriate for a small business set-aside
5. Do you hold any contracts similar in work/scope to the services identified above Can you provide those contract numbers and their values Can you provide a point of contact name/number
6. Please describe your proposed solution to the RFI, to include identifying support components (hardware, software, data, facilities and training) that would be required for demonstration purposes.
7. If possible, provide a rough order of magnitude of annual cost to perform the services listed above to build and demonstrate the required capabilities.
Submission of any information in response to this RFI is completely voluntary, and shall not constitute a fee to the Government.
