REQUEST FOR EXPRESSION OF INTEREST

CONSULTING SERVICES FOR THE DESIGN AND SUPERVISION OF THE ESTABLISHMENT OF EDUCATIONAL FACILITIES UNDER ADB EDUCATION III PROJECT

Education III (Support to the Post-Primary Education and Training) Project


1. This Call for Expression of Interest (EOI) follows the General Procurement Notice for the Project that appeared in the UN Development Business No. 676 of 16th April 2006.

2. The Government of Uganda (the Recipient), represented by the Ministry of Education and sports (the Executing Agency) has received a grant from the African Development Fund, in the amount of US$ 29.13 million to finance the Education III (Support to the Post-Primary Education and Training) Project, and it intends to apply part of the proceeds of this grant for consulting services.

3. The scope of the proposed consultancy services includes:-
(i) Supervision of the establishment of 25 new secondary level schools. This includes the civil and electro-mechanical works, supply of furniture, laboratory equipment, reagents, solar power, boreholes and standard reference textbooks. The draft bidding documents for these works and goods are being prepared by the Recipient in line with the standard ADB standard biding documents.
(ii) The design and supervision of the following:-
 Expansion of 6 existing seed secondary by addition of new facilities
 Major Rehabilitation and limited expansion of 6 existing traditional secondary schools.
 The rehabilitation and equipping of Two Technical Schools and One Vocational Training Institute (that trains Tutors for Technical Schools).

The sites for the proposed works are spread across all the regions of the country in 35 administrative districts.

4. Interested Consultants are required to submit their statement of capability and show experience relevant to the proposed assignment. This should include but not limited to brochures, description of assignments of similar nature and complexity carried out in the last five years, experience in developing countries, availability of appropriate qualifications and skills among key staff earmarked for deployment on the assignment. For each assignment executed, the consultant shall provide the name and addresses of the Client, date(s) of execution, names of lead and associate firms, a brief description and value of the services provided by the consultant and financing sources. Further to this each firm must indicate how they intend to mobilise the professional skills for the proper implementation of the assignment within the intended period of assignment of about 36 months.

5. This advertisement is open to consultants from eligible source countries.

6. Consultants may associate with other firms who have local or foreign knowledge to enhance their qualification.

7. A shortlist of five to seven consultant firms will be prepared on the basis of EOI submitted and the selection will be done in accordance with the procedures set out in the Bank's Rules of Procedure for the Use of Consultants. Invitation for Submission of Proposals is expected to be made in September 2006.

8. Interested consulting firms should submit their written Expression Of Interest in plain sealed envelopes clearly marked “Education III (Support to the Post-Primary Education and Training) Project CONSULTING SERVICES FOR THE DESIGN AND SUPERVISION OF THE ESTABLISHMENT OF EDUCATIONAL FACILITIES UNDER ADB EDUCATION III PROJECT.” to the address below not later than 3.00 p.m. local time (GMT +3) on 1st August 2006.

9. The list of firms that will have expressed interest by the deadline indicated in paragraph 8 above will be read out in the presence of firms’ representatives who choose to attend in the Boardroom of Embassy House, 7th Floor, Room 7.7 at 3.15 p.m. local time on the same day.

10. Late bids shall not be accepted and will be returned to the firm unopened. Firms that use courier services should dispatch their submission in good time to ensure timely submission.
