SECTION II: OBJECT OF THE QUALIFICATION SYSTEM
II.1) TITLE ATTRIBUTED TO THE QUALIFICATION SYSTEM BY THE CONTRACTING
ENTITY: On-shore Wind Power Project Cable and/or Substation Contractor
Qualification.
II.2) TYPE OF CONTRACT: Works.
II.3) DESCRIPTION OF THE WORKS, SERVICES OR GOODS TO BE PROCURED THROUGH
THE QUALIFICATION SYSTEM: The object of the qualification system is to
short list suitable cable installation contractors for on-shore wind power
projects in the Republic of Ireland and Northern Ireland. The cable
installation contracts will include the design, supply, installation and
commissioning of the required cable for the connection of wind power
projects at a voltage of 110 kV for lengths of 10 - 20 km. The substation
construction contracts will include the design, supply, installation and
commissioning of the 110/20 kV substations including EHV and HV Equipment,
Protection, Telecommunications, Auxillaries, Earthing and Civil Works. The
contracts can either be issued together or separately. Note: Further

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS FOR PARTICIPATION
III.1.1) Qualification for the system Conditions to be fulfilled by
economic operators in view of their qualification: Applications are
invited from Cable Installation Contractors with demonstrable experience
in 110kV cable installation or similar. Applications are also invited from
Substation Construction Contractors with experience in the design and
construction of 110/20 kV substations or similar.
Methods according to which each of those conditions will be verified:
Interested candidates should apply for prequalification documents to the
address given in Appendix A (TNEI Services) A panel of candidates will be
formed from applicants whose completed documents shall be submitted to the
address given in Appendix A within a period of six weeks from the date of
this notice. Candidates who best satisfy the requirements as to financial
and economic standing, and technical capability as set out in the
prequalification documents will be qualified. Tenderers shall be selected
from the qualified candidates, the number of candidates invited to tender
being within a range of 5 to 7, provided there are a sufficient number of
suitable candidates.

IV.1) AWARD CRITERIA
IV.1.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate.
IV.2) ADMINISTRATIVE INFORMATION
IV.2.2) Duration of the qualification system: Duration of validity: from
4.5.2006 until 4.5.2009.
