PROJECT IMPLEMENTATION UNIT, Berislavićeva 11a, 10000 ZAGREB, CROATIA

Based on the Law on Confirmation of the Loan Agreement (IBRD Loan No. 4674-HR) between the Republic of Croatia and the International Bank for Reconstruction and Development for the Real Property Registration and Cadastre Project (Official Gazette No.2/03), the Project Implementation Unit, announces

REQUEST FOR EXPRESSION OF INTEREST
for providing services of the training needs assessment and skills audit

1. The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development toward the cost of the Real Property Registration and Cadastre Project. The Project has additional funds from the European Union CARDS Grants, and intends to apply a part of the Grants funds to cover eligible payments under the Contract for providing services of the of the training needs assessment and skills audit.

2. The Project Implementation Unit, on behalf of the Ministry of Justice (MOJ) and State Geodetic Administration (SGA), now invites eligible firms to indicate their interest in providing the abovementioned Consulting Service.

3. For this activity, an experienced consultant firm in Training Needs Analyses (TNA) should be hired for the period from October 2006 to January 2007 in order to assist the organizations (MOJ and SGA) as they move forward over the next two to three years of the Project. Objective of the activity is to have a Training Audit of the training provided during the past 2 years including: management of training activities, the achieved skills audit and based on this make recommendations for the future training programs, which are necessary to be undertaken in order that the organizations reach the standards of European Land Administration organizations. The TNA’s should be developed in order to help development of the training strategies of the MOJ and SGA (in their real property registration and cadastre functions).

4. More detailed Terms of Reference with the required qualifications as well as sample forms (format of CV for proposed professional staff and firms' references) which are to be completed and delivered together with the Expressions of Interest, are available at the Project web site: www.zikprojekt.hr (in the Section “Procurement”).

5. Interested consultants must provide information indicating that they are qualified to perform the Consulting Service in form of brochures, description of similar assignments, experience in similar tasks, availability of the appropriate skills among staff, etc. Consultants may associate to enhance their qualifications.

6. The Consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999, and May 2002). Method of selection is Consultants Qualifications.
