The Republic of Croatia has received a loan from the International
Bank for Reconstruction and Development in the amount of USD
50,000,000 equivalent toward the cost of the Reconstruction Project
for Eastern Slavonia,Baranja and Western Srijem, and it intends to
apply the proceeds of this loan to payments under the contract for
Canal Network and Flood Protection Dike in Eastern Slavonia and
Baranja and Mine Clearance Works and Reconstruction of Water Managment
Structures. Bidding for contracts financed by the International Bank
for Reconstruction and Development will be governed by the procurement
rules specified in the World Bank Procurement under IBRD Loans and IDA
Credits[1]. It is open to all bidders from eligible source countries
as defined in the guidelines.

The Reconstruction Project for Eastern Slavonia, Baranja, and Western
Srijem seeks to repair and rebuild the war-damage water sector
infrastructure while mitigating the negative environmental impact
likely to be caused to an adjacent nature park by the restart of local
agriculture.

The Hrvatske Vode now invites sealed bids from eligible bidders for
the following lots:

- Package No 3 – HV/ICB/A1-CWDM2/01:

- Canal construction - 4
- Construction work for water projects - 1
- Mine Clearance Works (Site preparation and clearance work) - 4

Mine Clearance Works and Reconstruction of Canals Network in
Eastern Slavonia --HV/ICB/ A.1.II.03c / DM / 01 - River Vuka

/ DM / 01 - Canals Network Reconstruction of Canals Network in
Baranja --HV/ICB/ A.1.I.15g / DM /01 - Canals Network Mine
Clearance Works and Reconstruction of Flood Protection Dike in
Baranja: --HV/ICB/ A.1.I.4b / DM / 01 - Main Right Danube Dike
“State Border – Draž”.

The construction is to be accomplished in 18 months.

reconstruction and completion of water management structures damaged
during the war, which comprises these works: survey, clearance and
verification of clearance of mines and munitions, stakeout of the
route, cleaning of the canal (mowing, cutting down the trees and
vegetation, pulling out the stumps), removing the silt from the canal
bed, removal of the river deposit from canals, construction of the
culverts and after cleaning of the canal arrangement of the canal
sides (where total length of canals is about 200 km). Works also
resumes reconstruction of the dike’s damaged parts (removal of the
man-made structures), cleaning of the dike’s top and sides (mowing,
cutting the vegetation) and sowing the grass.

The civil works bidder, as the main bidder shall select the demining
company(s) which will perform mine clearance works, as his
subcontractor(s), from the shortlist provided by the Croatian Mine
Action Center (CMAC), or any other Demining Company of the bidders own
choice that meets the qualification requirements specified in the
bidding document.

If a bid is not substantially responsive, it will be rejected by the
client, and may not subsequently be made responsive by correction or
withdrawal of the nonconforming deviation or reservation. Bid shall be
valid for a period of 60 day after bid opening .

Bidding is allowed for whole lots only.

Interested eligible bidders may obtain further information from and
inspect the bidding documents at the Hrvatske Vode at the address
below. A complete set of bidding documents in English may be purchased
by interested bidders on the submission of a written application to
the address below and upon payment of a nonrefundable fee of HRK 1000.
or its equivalent amount in a freely convertible currency. The method
of payment will be: by direct deposit as follows: For payment in
kunas: bank account of Hrvatske Vode No. 30101-601-450520, ZAP Zagreb
For payment in EURO: foreign exchange account of Hrvatske vode with
Privredna banka Zagreb, account No. 700-000-9182800-492215 On the
payment certificate the purpose of payment should clearly state:
“Bidding Document for procurement of works on Project IBRD 4351/HR,
Package No 3 - Reconstruction and Repair with Mine Clearance of Water
Management Structures.”. The document will be sent by by courier
service or by ordinary mail.

Bids must be delivered to the address below by 12:00 on 30 November
2001. All bids must be accompanied by a bid security equivalent to HRK
1000000. or its equivalent amount in a freely convertible currency.
Late bids will be rejected. Bids will be opened in the presence of
bidders' representatives who choose to attend at the address below on
30 November 2001 at 12:05.
