General Procurement Notice

Loan No. 45130

The Government of Croatia has received a loan from the International
Bank for Reconstruction and Development in the amount of USD
29,000,000 equivalent toward the cost of the Health System Project,
and it intends to apply the proceeds of this loan to payments for
goods, works, related services and consulting services to be procured
under this project. Bidding for contracts financed by the
International Bank for Reconstruction and Development will be governed
by the procurement rules of the World Bank.

There are four main components of the Health System Project, which
aims to enhance Croatia's capacity to achieve a more effective,
efficient, and financially sustainable health system. The first
component funds health services delivery. The second component
provides public health monitoring and program evaluation; and supports
national health promotion. The third component funds disposal of
pharmaceutical waste. The fourth component strengthens systems in ways
that support the first three components, and that also provide
essential building blocks for regulatory, governance, and management
initiatives. Initiatives include a management information system; and
developing clinical protocols, facilities standards and guidelines for
care, as well as a department to coordinate these activities.

The project will include the following goods, works and services:

- Health Services Delivery:This component includes two
sub-components: (i) the primary health care subcomponent will
develop two small and one large pilot group practice in
Koprivnica, through provision of civil works, medical equipment,
furniture and staff training; and (ii) the hospitals and secondary
services subcomponent with the implementation of a strategy for
restructuring through provision of civil works, supply of medical
equipment and furniture (Health services)
- System-Wide Initiatives, which will strengthen systems in ways
that support other components and that also provide essential
building blocks for regulatory, governance and management
initiatives within this component. Support will be for development
of new health information system both at national level and in
Koprivnica, development of new management information systems in
Koprivnica hospital and county through provision of information
technology equipment and services, civil works, technical
assistance, training and office equipment (Information systems)

Procurement of contracts financed by the loan will be conducted
through the procedures specified in Procurement under IBRD Loans and
IDA Credits[1] of the World Bank, and is open to all bidders from
eligible source countries as defined in the guidelines. Consulting
services will be selected in accordance with Selection and Employment
of Consultants by World Bank Borrowers[2] of the World Bank.

Specific procurement notices for contracts to be bid under
international competitive bidding (ICB) procedures will be announced,
as they become available, in the Development Gateway Market, and the
Official Gazette of Croatia and /or in UN Development Business,
technical magazines, newspapers and trade publications of wide
international circulation, and in local newspapers..
