SOCIAL WELFARE DEVELOPMENT PROJECT

GENERAL PROCUREMENT NOTICE

(Loan 7307 HR)


The Republic of Croatia has received the a from the International Bank for Reconstruction and Development (IBRD) in the amount of EUR 31 million to cover the needs of the Social Welfare Development Project, and it intends to apply the proceeds of this loan to payments for goods, works, related services and consulting services to be procured under this project. The project includes the following components:

Component 1: Improving Social Service Delivery aims to improve the entire spectrum of social welfare provision in Croatia, from prevention, to quality of service delivery, to reintegration of clients into the community. Social services will be made more inclusive, family oriented and efficient.

Procurement under this component includes technical assistance contracts for: baseline survey and monitoring; social planning; compiling best practices; streamlining of cash benefits; long term master plan development; one stop shop implementation; innovation and learning program development; and other studies, as well as training for the social care providers.

Component 2: Strengthening of the Social Welfare Management Information System supports the development and implementation of a management information system (MIS) that would include (i) a central registry of beneficiaries, including basic data and information on their social rights; (ii) a benefit calculation and payment module; (iii) a case management system; (iv) accounting and planning tools; and (v) a database of service providers.

Procurement under this component includes technical assistance contracts for: business process assessment and proposals for improvements; one stop shop design; system design and software development; as well as the supply of the IT equipment.
Component 3: Upgrading of Existing Social Services Facilities will include (i) upgrading a range of selected residential institutions to ensure that they meet the minimum standards, thus contributing to an improved overall quality of social services; and (ii) providing CSW renovations consistent with the administrative reorganization.

Procurement under this component includes civil works contracts for facilities rehabilitation.

Procurement of contracts financed by the loan will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement Under IBRD Loans and IDA Credits, dated May 2004, and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated May 2004.

Specific procurement notices for contracts to the bid under the World Bank's international competitive bidding (ICB) procedures and for large-value consultants' contracts will be announced, as they become available, in the Official Gazette of Croatia (Narodne Novine) and/or in Development Business, and in local newspapers. Procurement plan for the project is posted on the Ministry’s website http://www.mzss.hr .
