Expressions of Interest

The World Bank intends to finance the assignment/services described below under a trust fund from the Iraq Capacity Building II: Public Procurement Reform.

The services include:
(i) Reform of the legal framework through drafting a unified public procurement law with regulations (individual international procurement lawyer and one or two local lawyers are required to start work in April 2006);
(ii) Development of standard National Competitive Bidding (NCB) for procurement of works and goods, request for proposal and shopping packages based on the Master Implementation Manual which was prepared for Iraq and includes NCB bidding documents based on the Bank Standard bidding documents (an experienced international procurement specialist is needed to advise the Iraqi committee who would work on the NCB packages. Arabic language is essential for this assignment and the assignment is expected to start in May 2006; and
(iii) Strengthening the capacity of key Iraqi implementing institutions, NGO, and private sector in public procurement. This includes conducting i) training needs assessment [an international expert to be support by a local staff will be needed, assignment to start in June 2006] ii) one workshop on procurement for the public sector and one for private sector on bids preparation, proposal preparation and contract/construction management.


The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers January 1997 (revised September 1997, January 1999, May 2002 and May 2004).

Expressions of interest must be delivered to the address below by April 10, 2006.
