Invitation for Bids

The Croatian Bank for Reconstruction and Development (HBOR) has
received a loan from the International Bank for Reconstruction and
Development in the amount of USD 36,300,000 equivalent toward the cost
of the Municipal Environmental Infrastructure Project, and it intends
to apply the proceeds of this loan to payments under the contract for
Split-Solin Sewerage System - Phase 1. This project will be jointly
financed by European Bank for Reconstruction and Development. Bidding
for contracts financed by the International Bank for Reconstruction
and Development and Other will be governed by the procurement rules
specified in the World Bank Procurement under IBRD Loans and IDA
Credits[1]. It is open to all bidders from eligible source countries
as defined in the guidelines.

The Municipal Environmental Infrastructure Project seeks to: (a)
reduce municipal wastewater pollutant discharges into the
environmentally sensitive Kastela and Trogir Bays consistent with
Croatian and EU (European Union) standards; (b) improve the safety,
reliability, and delivery of drinking water in the project area; and
(c) improve the operational and financial performance of the water and
wastewater utility, to make it more attractive for private sector
participation in the future.

The Agencija EKO-Kastelanski zaljev now invites sealed bids from
eligible bidders for the following lots:

- Lot 1:

- Construction materials and associated items
- Construction work for water projects

Procurement of works, material and equipment for execution of
construction pit and respective pit slope stabilization.
- Lot 2:

- Construction, foundation and surface works for highways, roads

Procurement of works, material and equipment for execution of the
access road and other vehicle and pedestrian communications,
fencing of the WWTP area.
- Lot 3:

- Electrical machinery, apparatus, equipment and consumables

Procurement of works, material and equipment for civil,
mechanical, electrical and process automatization disciplines
required for execution of the screening/grit-grease removal
building (process and administrative/service parts) and cesspools
tanker discharge building.
- Lot 4:

- Filters

Procurement of works, material and equipment for installation of
ventilation and odour treatment facilities (bio-filters).
- Lot 5:

- Construction work for water projects
- Sewerage works
- Construction and ancillary works for telephone and communication
lines
- Construction work for electricity power lines

Procurement of works, material and equipment for execution of all
infrastructure facilities (water supply, sewerage, groundwater
drainage, connection with submarine outfall, telephone, power
supply and remote control cables and similar installations).
- Lot 6:

- Construction work for power plant

Procurement of works, material and equipment for construction of
the “Stupe” sub-station, equipped with alternative power supply
source (diesel generator).

The delivery and construction is to be accomplished in 12 months.

The Split-Solin Wastewater Treatment Plant (WWTP) is located in the
area of Stupe, in the eastern part of the Split-Solin urban area, on a
terrain between 16-30 meters above MWL. The hydraulic capacity of the
plant in the period between operation start and year 2010 (phase 1)
will be as follows: Maximum hourly flow (dry period) (2003): 0.440
m3/s Maximum hourly flow (wet period) (2003): 0.825 m3/s Expected
capacity of the Wastewater Treatment Plant “Stupe” (year 2010) is
135,000 PE.

Bidding is allowed for whole lots only.

Interested eligible bidders may obtain further information from and
inspect the bidding documents at the Agencija EKO-Kastelanski zaljev
at the address below. A complete set of bidding documents in English
may be purchased by interested bidders on the submission of a written
application to the address below and upon payment of a nonrefundable
fee of DEM 1000. or equivalent amount of HRK, as per the mean exchange
rate of the National Bank of Croatia (NBH) on the date of payment. The
method of payment will be: The payment is to be made either to the
Agency’s bank account: Splitska banka, Account No. 7031-280-1304739
(for payments in DEM), or to the Agency’s giro-account: Splitska banka
Account No. 34400-603-10152 (for payments in HRK). Your written
application pertaining to purchase of documentation should specify
whether the bidding documents will be taken over by an authorized
representative in person or you request their dispatch to a specified
address. The document will be sent by If requested, the documents will
be promptly dispatched at our cost to the address given in your
written application, by mail (to the addresses within Croatia) or by
courier service (to those outside of Croatia). In any case, the
Employer assumes no liability for any loss or late delivery of
documents.

Bids must be delivered to the address below by 12:00 on 12 October
2001. All bids must be accompanied by a bid security equivalent to DEM
300000. Late bids will be rejected. Bids will be opened in the
presence of bidders' representatives who choose to attend at the
address below on 12 October 2001 at 12:00.
