Participation is open on equal terms to all natural and legal persons
participating either individually or in a grouping (consortium) of
tenderers of the Member States and the countries and territories of the
regions covered and/or authorised by the Regulation or other specific
instruments applicable to the programme under which the contract is
financed (see also point 21 below). All goods supplied under this
contract must originate in these countries.

tenderers) of the Member States and the countries and territories of the
regions covered and/or authorised by the Regulation to the programme
under which the contract is financed (Council Regulation (EC) No 1488/96
of 23.7.1996 on financial and technical measures to accompany (MEDA) the
reform of economic and social structures in the framework of the
Euro-Mediterranean partnership) and the Regulation on access to Community
external assistance (Council Regulation (EC) No 2112/2005 of 21.11.2005
on access to Community external assistance). All works, supplies and
services supplied under this contract must originate in one or more of
these countries; the experts engaged by eligble tenderers maybe of any
nationality:
MEDA beneficiary countries:
Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestinian
territories, Syria, Tunisia, Turkey.
Member States of the European Union:
Belgium, Czech Republic, Denmark, Germany, Estonia, Greece, Spain,
France, Ireland, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary,
Malta, Netherlands, Austria, Poland, Portugal, Slovenia, Slovakia,
Finland, Sweden, United Kingdom.
Candidate countries (as recognised by the EC):
Bulgaria, Croatia, FYRoM (the former Yugoslav Republic of Macedonia),
