Consulting Services for Road Safety Monitoring and Evalaution Program


Expression of Interest

This request for express of interest follows the General Procurement Notice for this project which appeared in Development Business No. 656, dated June 16, 2005.

The Socialist Republic of Vietnam has received financing from the World Bank toward the cost of the Vietnam Road Safety Project and intends to apply part of the proceeds for consultant services. The services include development of the VRSP monitoring and evaluation, management of its application, strengthening of the NTSC Executive Office and TSPMU for road safety planning and coordination, and preparation of a national roll-out plan for later phases of the VRSP in detail as follows:

(a) Develop and refine tools and reporting for monitoring and evaluation of road safety in Vietnam.

(b) Assist the NTSC Executive Office to manage application of these tools and reporting for assessment of the road safety interventions applied in the three Demonstration Corridors.

(c) Assist Government of Vietnam (GOV) agencies develop appropriate databases, undertake surveys and provide the data necessary for monitoring and evaluation.

(d) Train and strength the NTSC Executive Office so that it is capable and empowered to adequately and effectively provide leadership and co-ordination in all traffic safety activities nationwide and for strategy planning, co-ordination and implementation and implementation of traffic safety plans/programs.

(e) Develop a targeted and fully costed national roll-out program of road safety interventions, monitoring, evaluation and reporting for later phases of the VRSP.

The Traffic Safety Projects Management Unit now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Interested consultants may obtain further information at the address below from 7:30 to 12:00 and from 13:00 to 16:30, Monday to Friday.

Expressions of interest must be delivered to the address below by April 7, 2006.
