Abstract:   TITLE ATTRIBUTED TO THE QUALIFICATION SYSTEM BY THE CONTRACTING ENTITY: Small Contracts Scheme. The purpose of the Qualification System is to carry out first stage registration of economic operators (suppliers, contractors and service providers) on behalf of Iarnród Éireann-Irish Rail, Infrastructure & New Works Division. The Small Contracts Scheme will be used as the source for tenderer selection for contracts below the EU threshold levels only. Iarnród Éireann-Irish Rail, Infrastructure & New Works Division may apply additional rules and criteria in relation to specific procurements, including site visits. The Small Contracts Scheme may also be used, from time to time, to assist in the selection of candidate(s) towards the establishment of framework agreements. THE QUALIFICATION SYSTEM: The purpose of the Qualification System is to
carry out first stage registration of economic operators (suppliers,
contractors and service providers) on behalf of Iarnród Éireann-Irish
Rail, Infrastructure & New Works Division. The Small Contracts Scheme

III.1) CONDITIONS FOR PARTICIPATION
III.1.1) Qualification for the system Conditions to be fulfilled by
economic operators in view of their qualification: Registration on the
Small Contracts Scheme constitutes the basis for tender list preparation
in the code categories listed in II.3 above. Registration may be achieved
in the following way:· Completion of the Small Contracts Scheme
questionnaire online via www.achilles.com, including completion and
sign-off of a formal declaration of the applicants bona fides.
Payment of the appropriate registration fee.
Vendors registering on the Small Contracts Scheme will be subject to an
annual contribution payment of 195 EUR (plus VAT where applicable)
payable in advance.Suppliers, service providers or contractors who have
already registered on Supply-Line need not reapply at this time, as they
are automatically included for consideration in the Small Contracts
Scheme. However, they should ensure that they are registered for the
appropriate codes listed in II.3 above. Vendors requiring further
information and application forms for membership of the Small Contracts
Scheme are invited to contact Achilles Procurement Services by telephone,
fax, e-mail or post using the details provided in I.1 above.

and works contracts carried out by Iarnród Éireann-Irish Rail,
Infrastructure & New Works Division will be the subject of European
Funding. Details not known at this stage.

- IV.2.2) Duration of the qualification system: The Small Contracts
Scheme will be of indefinite duration. Vendors may join at any time and
will be required to update their information annually in accordance with
III.1.1) above.
- This notice is being published on a voluntary basis to inform the
market place that Iarnród Éireann-Irish Rail, Infrastructure & New Works
Division is using the Small Contracts Scheme operated by Achilles
Procurement Services for the sourcing economic operators for tender lists
for contracts below the value of the European Thresholds, without further
notices being published.
- Companies already registered on Supply-Line/Small Contracts Scheme need
not re-apply but should ensure their registrations are up-to-date and
comprehensive. - The Small Contracts Scheme is also used by the following
organisations:
