6. Description of the contract: The project purpose is to improve the
plant health and plant protection products sector in Croatia by enhancing
the technical capacity of the central laboratory services. The subject of
the contract is delivery and installation of specialised equipment for
Croatian Plant Protection Institute and Public Health Institute
(Pesticide Residues Laboratory) in order to enhance their technical
capacity to meet EU and international standards.
7. Number and titles of lots: 21 lots are foreseen in this tender,
namely:
Lot 1 - Automated GPC (gel permeation chromatograph)
Lot 2 - Gas chromatograph with MS-MS (mass spectrometry - mass
spectrometry) detector
Lot 3 - Gas chromatograph GC-ECD (electron capture detector)
Lot 4 - Gas chromatograph GC-FPD (flame photometric detector)
Lot 5 - Gas chromatograph GC-MSD (mass selective detector)
Lot 6 - Gas chromatograph GC-MS-FID (mass selective and flame ionization
detector)
Lot 7 - High performance liquid chromatograph HPLC-FD-DAD (Fluorescence
detector-diode array detector)
Lot 8 - High performance liquid chromatograph HPLC-DAD (diode array
detector)
Lot 9 - Hydrogen generator
Lot 10 - Weighing equipment
Lot 11 - Centrifugal solvent evaporator
Lot 12 - Blender

Terms of participation
8. Eligibility and rules of origin: Participation is open on equal terms
to all natural and legal persons (participating either individually or in
a grouping (consortium) of tenderers) of the Member States and the
countries and territories of the regions covered and/or authorised by the
Regulation or other specific instruments applicable to the programme
under which the contract is financed (see also point 21 below). These
countries are: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, The
Former Yugoslav Republic of Macedonia, Romania, Serbia and Montenegro,
and Turkey. All goods supplied under this contract must originate in
these countries.
9. Grounds for exclusion: Tenderers must submit a statement to the
effect that they are not in any of the situations listed in point 2.3.3
of the Practical Guide to contracts procedures financed by the general
budget of the European Communities in the context of external actions.
10. Number of tenders: Tenderers (including firms within the same legal
group, other members of the same consortium and subcontractors) may
submit only 1 tender for each lot. Tenders for parts of a lot will not be
considered. Any tenderer may state in its tender that it would offer a
discount in the event that its tender is accepted for more than 1 lot.
Tenderers may not submit a tender for a variant solution in addition to
their tender for the supplies required in the tender dossier.
11. Tender guarantee: Tenderers must provide a tender guarantee of EUR
350 for lot 1, EUR 700 for lot 2, EUR 430 for lot 3, EUR 300 for lot 4,
EUR 840 for lot 5, EUR 810 for lot 6, EUR 800 for lot 7, EUR 550 for lot
8, EUR 140 for lot 9, EUR 170 for lot 10 and EUR 600 for lot 11 when
submitting their tender. This guarantee will be released to unsuccessful
tenderers once the tender procedure has been completed and to the
successful tenderer(s) upon signature of the contract by all parties.
This guarantee will be called upon if the tenderer does not fulfil all
obligations stated in its tender.
12. Performance guarantee: The successful tenderer will be asked to
provide a performance guarantee of no more than 10 % of the amount of the
contract at the signing of the contract. This guarantee must be provided
no later than 30 days after the tenderer receives the contract signed by
the contracting authority. If the selected tenderer fails to provide such
a guarantee within this period, the contract will be void and a new
contract may be drawn up and sent to the tenderer which has submitted the
next best compliant tender.
13. Information meeting and/or site visit: Not applicable.
14. Tender validity: Tenders must remain valid for a period of 90 days
after the deadline for submission of tenders.
15. Period of execution: For all lots the period of execution is 120
days from the signature of the contract by both parties.

18. How to obtain the tender dossier: The tender dossier is available
from the following Internet address: http://europa.eu.int/comm/europeaid/
tender/index_en.htm. The tender dossier is also available for collection
from the contracting authority. Tenders must be submitted using the
standard tender form included in the tender dossier, whose format and
instructions must be strictly observed.
Tenderers with questions regarding this tender should send them in
writing to delegation-croatia-tenders@cec.eu.int (mentioning the
publication reference shown in point 1) at least 21 days before the
deadline for submission of tenders given in point 19. The contracting
authority must reply to all tenderers' questions at least 11 days before
the deadline for submission of tenders. The response will be published on
the EuropeAid web page specified above.
19. Deadline for submission of tenders: 10.4.2006 (l0:00) at the
European Commission Delegation to the Republic of Croatia, Masarykova 1,
10000 Zagreb, Croatia.
The deadline for submission of tenders must be combined with the public
opening.
Any tender received after this deadline will not be considered.
20. Tender opening session: 10.4.2006 (11:00) in the premises of the
European Commission Delegation to the Republic of Croatia, Masarykova 1,
10000 Zagreb, Croatia.
21. Legal basis: Council Regulation (EC) No 2666/2000 of 5.12.2000, as
