Cameroon - Consultant to Energy SME Program

The Energy Sector Management Assistance Program (ESMAP) intends to finance the assignment/services described below under the ESMAP funded Cameroon Energy SME Program, and in coordination with the Cameroon Ministry of Small and Medium Sized Enterprises, Social Economy and Handicrafts, and the Cameroon Rural Electrification Agency.

Within the framework of the Energy Sector Management Assistance Program (ESMAP) of the World Bank, a consultant will be recruited for a period of 12 months, and renewable. He/she will work under the authority of the Programme Coordinator.

During this period covered by his/her contract, the responsibilities of the consultant will include the following:
• Support to the Ministry of Small and Medium-Sized Enterprises, Social Economy and Handicrafts (MINPMEESA) as well as the Rural Electrification Agency (AER) in the implementation of this programme:
• Mediation between ESMAP and all other partners of the project;
• Harmonization of procedures and policies implemented by partners in the execution of the project.

Required qualifications and skills:
• Masters level degree in management or economics;
• Experience working in the Small and Medium Sized Enterprise sector (at least 7 years);
• Knowledge of the energy sector;
• A perfect command of French and an excellent command of English, spoken and written;
• Strong communications skills
• Fluency in Word, Excel and Powerpoint computer programs

Consultants will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers January 1997 (revised September 1997, January 1999 and May 2002).
