Contract specifications
6. Description of the contract: The subject of the contract is the
supply, delivery and installation where applicable of furniture and
supplies for Girls' Friendly Schools in seven governorates: Suhag,
Assuit, Menia, Benisuif, Fayoum, Giza and Beheira under the supervision
of the National Council for Childhood and Motherhood.
7. Number and titles of lots: Lot 1: school furniture;
lot 2: school stationery;
lot 3: school pharmacy;
lot 4: learning materials,
lot 5: school equipment.
Terms of participation
8. Eligibility and rules of origin: Participation is open on equal terms
to all natural and legal persons participating either individually or in
a grouping (consortium) of tenderers of the Member States and the
countries and territories of the regions covered and/or authorised by the
Regulation or other specific instruments applicable to the programme
under which the contract is financed (see also point 21 below). All goods
supplied under this contract must originate in these countries.
9. Grounds for exclusion: Tenderers must submit a statement to the
effect that they are not in any of the situations listed in point 2.3.3
of the Practical Guide to contract procedures financed by the general
budget of the European Communities in the context of external actions.
10. Number of tenders: Tenderers (including firms within the same legal
group, other members of the same consortium, and subcontractors) may
submit only one tender for one or more lots. Tenders for parts of a lot
will not be considered. Any tenderer may state in its tender that it
would offer a discount in the event that its tender is accepted for more
than one lot. Tenderers may not submit a tender for a variant solution in
addition to their tender for the supplies required in the tender dossier.
11. Tender guarantee: Tenderers must provide a tender guarantee when
submitting their tender as follows:
EUR 7 000 for lot 1, school furniture;
EUR 15 000 for lot 2, school stationery;
EUR 1 000 for lot 3, school pharmacy;
EUR 15 000 for lot 4, learning materials;
EUR 2 500 for lot 5, school equipment.
This guarantee will be released to unsuccessful tenderers once the tender
procedure has been completed and to the successful tenderer(s) upon
signature of the contract by all parties. This guarantee will be called
upon if the tenderer does not fulfil all obligations stated in its tender.
12. Performance guarantee: The successful tenderer will be asked to
provide a performance guarantee of 5 % of the amount of the contract at
the signing of the contract. This guarantee must be provided no later
than 30 days after the tenderer receives the contract signed by the
contracting authority. If the selected tenderer fails to provide such a
guarantee within this period, the contract will be void and a new
contract may be drawn up and sent to the tenderer which has submitted the
next best compliant tender.
13. Information meeting and/or site visit: No information meeting and/or
site visit is planned.
14. Tender validity: Tenders must remain valid for a period of 90 days
after the deadline for submission of tenders.
15. Period of execution: For lot No 1:

- time frame: within 135 days from commencement date,

Delivery period from commencement date:
- time frame: within 150 days from commencement date,
- responsibility: supplier.
Installation:
- time frame: within 15 days from delivery,
- responsibility: supplier.
Inspection and testing and provisional acceptance:
- time frame: within 30 days after the supplies are delivered to the
final destination,
- responsibility: Programme Secretariat and the supplier representatives.
Warranty period:
- time frame: 4 months after provisional acceptance,
- responsibility: supplier.
Final acceptance:
- time frame: 4 months after provisional acceptance,
- responsibility: Programme Secretariat.
For lots No 2, 3, 4, and 5:

- time frame: within 30 days after notification of award of contract.
Shipment and delivery to port for international supplies, and necessary
documentation and customs clearance:
- time frame: at least 2 weeks prior to the on-site delivery of the
equipment for each school as mentioned in the attached delivery schedule,
- responsibility: supplier.
Delivery period from commencement date:
- time frame: according to the delivery schedule (attached to the tender
dossier),
- responsibility: supplier.
Installation for all lots:
- time frame: within 15 days from delivery,
- responsibility: supplier.
Inspection and testing and provisional acceptance:
- time frame: within 30 days after the supplies are delivered to the
final destination,
- responsibility: Programme Secretariat and the supplier representatives.
Action: warranty period:
- time frame: 2 months after provisional acceptance,
- responsibility: supplier.
Final acceptance:
- time frame: 2 months after provisional acceptance,
-responsibility: Programme Secretariat.
Selection and award criteria
16. Selection criteria: Tenderers have to prove that they fulfil the
following criteria:
Economic and financial standing of candidate:
- average annual turnover of the tenderer, or each consortium member in
case a consortium is formed, over the last 3 years has to be positive,
- the average of the annual operating profit of the tenderer, or each
consortium member in case a consortium is formed, over the last 3 years
has to be positive.
Technical capacity:
- a minimum level of 3 years of experience in manufacturing/authorised
agent/authorised distributor in similar type of goods,
- at least 2 projects where the tenderer has provided similar items
during the last 5 years.
17. Award criteria: Lowest price among technically-compliant offers.

18. How to obtain the tender dossier: The tender dossier is available

dossier is also available for collection from the contracting authority
(see address below). Tenders must be submitted using the standard tender
form included in the tender dossier, whose format and instructions must
be strictly observed.
