GENERAL PROCUREMENTNOTICE

The SocialistRepublic of Vietnam has received a credit in the amount of US$ 65.9 millions equivalent fromthe International Development Association (IDA) toward the cost of the Vietnam Customs Modernization Project (VCMP), and it intendsto apply the proceeds of this credit to payments for goods, works, related services and consulting services to be procured underthis project. The VCMPincludes four components. Component onedeals with the core technical systems and procedural aspects of the reform program, and component two with thenecessaryorganizational and resource management improvements necessary to underpin the new systems. Component three provides the information andcommunication technology (ICT) support deemed necessary to achieve world class standards of performance in Customsadministration. Component fourprovides thenecessary technical and managerial support required to achieve effective implementation and long-term sustainability ofproject objectives. The VCMP will require consulting services on Compliance Management, Risk Management and Post Clearance Audit,Customs business model, Customs Process Re-engineering, preparation of Bidding Documents for Automated Customs Information Systems,Technical Support and Mentoring for Specialists in Core Customs Functions, capacity building for GDVC for information collectionand evaluation, commercial research and analysis and client segmentation to support its risk management and post-clearance auditapproach, promoting development of a Customs brokerage industry through development of a supporting legal framework includinglicensing systems and competency requirements, development and implementation of an advance tariff and valuation ruling system andstrengthening of appeal mechanisms for traders, development of Human Resources Function and Personnel Policies and Practices,strengthening of Customs Training Capacity.
Goods to be procured include detection equipment (container Scanners, X-ray machines, CCTV systems...), development of CustomsInformation Systems and Nationwide implementation, Computer and Telecommunication Equipments,
Procurement of contracts financed by the credit will be conducted through the proceduresas specified in the World Bank#s Guidelines: Procurement under IBRD Loans and IDA Credits , May 2004, and is open toall eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank#s Guidelines: Selection and Employment of Consultants by World Bank Borrowers , May 2004.
Specific procurement notices for contracts to be bid under the World Bank#sinternational competitive bidding (ICB) procedures and for large-value contracts for consultancy services will be announced, asthey become available, in UN Development Business , dgMarket , Vietnam Public Procurement Bulletin(Ministry of Planning and Investment) and Vietnam News.
