General Procurement Notice

The Government of Ukraine has received a loan from the European Bank
for Reconstruction and Development in the amount of USD 75,000,000
equivalent toward the cost of the Rehabilitation of M06 highway and
reform of road sector, and it intends to apply the proceeds of this
loan to payments for goods, works, related services and consulting
services to be procured under this project. Bidding for contracts
financed by the European Bank for Reconstruction and Development will
be governed by the procurement rules of the European Bank for
Reconstruction and Development.

The proceeds of the Bank's loan will be used to rehabilitate important
sections of the M06 highway, one of the most important roads in
Ukraine. The project will also assist Ukravtodor with the
restructuring of road sector financing and administration.

The project will include the following goods, works and services:

- civil works for the rehabilitation and limited upgrading of
approximately 400 km road; and (Repair, maintenance and associated
services related to roads and other equipment)
- road maintenance equipment, especially for routine winter
maintenance (Road-maintenance equipment)

Tendering for the road maintenance equipment is expected to begin in
the 4th quarter of 2002.

Procurement of contracts financed by the loan will be conducted
through the procedures specified in Procurement Policies and Rules[1]
of the European Bank for Reconstruction and Development, and is open
to all bidders from eligible source countries as defined in the
guidelines.

Prequalification of tenderers for the civil works contract is expected
to begin in the 3rd quarter of 2001.

Specific procurement notices for contracts to be bid under
international competitive bidding (ICB) procedures will be announced,
as they become available, in the Development Gateway Market, and EBRD
Website.
