1. This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business, print edition No. WB 358-648/05 of February 16, 2005. and online version on January 26, 2005.

2. The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Coastal Cities Water Pollution Control Project, and it intends to apply part of the proceeds of this loan to eligible payments under contract to carry out Consultant Services for Media coverage which this Request for Expressions of Interest is issued.

Consultant Services resume the following:
• Meet the local community with the activities of HVJP all through the Adriatic coast,
• Media introductions of all activities done by HVJP,
• Promotion of all activities done by HVJP in the local communities at the Adriatic coast.
• 150 media publications per year (agencies, electronic media, national media, local media)

The Project directs investment to cover water and sewerage sector priority needs in coastal areas, in accordance with the Country’s economic development plans and the Government’s Program for the Control of Pollution in the Adriatic Coastal Cities. This Program provides rehabilitation/ modernization/ reconstruction/ improvement and construction of wastewater collection and treatment systems and relies on the principle that individual communities, as well as relevant government institutions have to participate in program development.

3. Hrvatske vode Jadranski projekt d.o.o. now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services under the particular package. The firms are invited to send their letter of interest with documents in Croatian and in English on not more than 30 pages, containing the following information:
• description of the firm, registration, staff qualifications and basic financial indices in operation of the firm during the last 5 years;
• reference list of similar services carried out in the last 5 years
• curriculum vitae of the professionals who will be engaged in this service

Consultants may associate to enhance their qualifications.

Consultants should send applications, upon which short lists of acceptable consultants will be formed.

4. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, first printed January 1997, revised September 1997, January 1999 and May 2002. Hrvatske vode Jadranski projekt d.o.o. will carry out the selection of the consultants who will be included in the short list and invited to participate in the competition. Consultants for performing Consultant Services for Media coverage for Coastal Cities Water Pollution Control Project will be selected in accordance with Selection Based on Quality and Cost Based Selection Method - QCBS (Section II of Guidelines).

5. Interested eligible consultants may obtain further information at the address below from 09.00 to 14.00 hours’ local time.

6. Expressions of interest must be delivered to the address below at last by December 1, 2005. till 12.00 o’clock local time.
