IFB Title: Supply and Delivery of Medical Equipment
IFB Number: 031/SW/G/2003/05

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the online UN Development Business of 8 May, 2005

2. The Government of Malawi has received funds from various Development Partners toward the cost of implementing a Six Year Programme of Work under the Sector Wide Approach (SWAp) and it intends to apply part of the proceeds of these funds to payments under the Contract for Supply and Delivery of Medical Equipment, IFB Number: 031/SW/G/2003/05.

3. The Chairperson, Internal Procurement Committee, Ministry of Health now invites sealed bids from eligible and qualified bidders for the supply of the following:

3 Medical Instruments and Hollowware
4 Medical laboratory Equipment
5 General Mechanical Equipment
6 Medical General Equipment
7 Radiology Equipment

There are various quantities and items in each of the Lots. The delivery period is 14 - 16 weeks.

The Bidder is allowed, at its option, to bid for individual Lot or any combination of lots, but in each case bidders must quote for all items and quantities specified in each lot. Bids not quoting for all items and quantities specified in a lot will be considered non- responsive unless there is no bidder who has bid for all items in a lot in which case award will be made on item by item basis. The basis for bid evaluation and contract award will be by individual lot basis.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information and inspect the Bidding Documents from the Procurement Unit at the address given at paragraph (9(a) below from 08.00 to 12-00; 13.00 to 16.00 hours local time (Monday to Friday, except national public holidays).

6. Qualifications requirements include: Minimum of five (5) years in the overall experience of the firm in the supply of similar goods, established after sales services and a Manufacturer’s Authorisation for all Agents who are not manufacturers of goods to be supplied. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English Language may be purchased by interested bidders on the submission o f a written Application to the address below at paragraph 9(a) and upon payment of a non refundable fee of MK10, 000.00 or its equivalent in a freely convertible currency at the address at paragraph 9(b). The method of payment will be cash or bank certified cheque. At the Bidder’s option, Bidding Documents will be sent by courier services after payment of an additional amount equivalent to USD50.00 for overseas delivery and K2, 500 for delivery within Malawi. However, the Purchaser shall not be liable for late or non-delivery of the documents by the courier.

8. Bids must be delivered to the address below at 9(c) on or before 8th December, 2005 at14.00 hours local time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at paragraph 9(d) on 8th December 2005 at 14.00 hours local time. All bids must be accompanied by a Bid Security of not less than 2% (Two percent) of the bid amount. The Bid Security must be in form of a Bank Certified Cheque or Bank Guarantee issued by a reputable bank agreeable to the Purchaser. The Purchaser shall not be liable for any bid not deposited in the box
