The Government of the Philippines through the Department of Environment and Natural Resources (DENR) has acquired a grant from the Global Environment Facility through the World Bank to implement a preparatory project for the reduction of pollution loading charges in the Metro Manila Area particularly in the Manila Bay, Pasig River and Laguna Lake entitled “Manila Third Sewerage Project” (MTSP).

Under the preparatory project the following activities will be undertaken: (i) Review institutions and policies, identify overlaps, and prepare TOR for streamlining institutional arrangements; (ii) Review baseline conditions within the watershed area and prepare TORs for an integrated watershed investment program; (iii) Pre-feasibility Study on a Joint Sewerage-Septage Treatment Plant; (iv) Conduct workshops, build consensus, and prepare a Stakeholder Plan; and (v) Preparation of GEF documents. To handle these activities the DENR intends to engage the services of the following international consultants: (i) Institutional Development Specialist; (ii) Environmental Economist; and (iii) Project Development Specialist. Duration of the engagement is a maximum of 50 man-days for each of the consultants.

All interested parties are invited to submit their curriculum vitae highlighting their consultancy experience related to the services required, to the address below no later than 5:00 p.m. of 17 October 2005. International consultants who will be engaged should be ready to commence engagement by the fourth week of October.
