Request for Expressions of Interest
Consultant Services for the Project Operational Task Force

1. The State of Tocantins has negotiated a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Tocantins Sustainable Regional Development Project and intends to apply part of the loan proceeds to eligible payments under a consultant services contract, to assist the Project Operational Task Force (GOP), with the objective to enhance the managerial routines of the project and to fill eventual technical gaps.
2. The scope of the services include: (a) on a permanent basis – support the GOP on appropriate bidding proceedings following the Loan Agreement terms; prepare and/or review requests for expressions of interest and requests for proposals, data sheet and draft contracts; training the local staff on the proceedings required for bidding and contracting; review and maintain up to date the multiyear project's bidding plan; prepare and/or adjust terms of reference to be submitted to the Bank; assist the GOP in the preparation of all documents subject to the Bank's review - processes that demand Bank’s “no objection”; support the Permanent Bidding Commission (Comissão Permanente de Licitação – CPL) during bidding processes; provide support to the executors in the elaboration of bidding and other documents for contracting of services that do not require previous Bank’s review, based on the value of such contracts – small contracts; prepare the progress reports (including financial management reports) for the project; (b) on a part-time basis – provide, as necessary, technical assistance to the executors in the preparation of technical documents in road engineering, environment and regional planning through the provision of seniors specialists; and translate into English technical and other documents as requested by GOP.
3. The Secretariat of Infrastructure’s Strategic Support Direction, now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
4. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, published by the Bank in January 1997 and revised in September 1997, January 1999, and May 2002. Interested consultants may obtain further information at the address below during local time office hours (08:00 to 12:00, and 14:00 to 18:00, Palmas time).
