PHRD Grant TF 055396 for Preparation of
Northern Delta Transport Development Project

Consulting services: Preparation of the Feasibility Study and Preliminary Engineering Design for Northern Delta Transport Development Project

1. The Socialist Republic of Vietnam has received a PHRD Grant from the Japanese Government through the International Development Association (IDA) to assist the preparation of Northern Delta Transport Development Project (NDTDP) which is proposed for the IDA financing and intends to apply part of the proceeds of this grant to payments under the contract for Technical Assistance for Preparation of the Feasibility Studies and Preliminary Engineering Design for the NDTDP.
2. The proposed Northern Delta Transport Development Project with an estimated cost of US$ 250 million will cover 11 provinces of the Red River Delta and 3 provinces (Quang Ninh, Bac Giang, Phu Tho) in the Northeast and comprise six components as follows:
i. Investments in river ports landing stages in the region to raise the distribution efficiency of the transport network within the Red River Delta;
ii. Investments in waterways and access roads to river ports and landing stages through improvements in: (a) the main inland waterways corridors, and (b) access roads connecting river ports/ landing stages to the main supply corridors.
iii. Investments in the small ferry boat stages to provide safer and wider access within the region;
iv. Investments in river/sea connections with northern international ports and to Central and Southern Vietnam through improvements to the estuary of the Lach Giang or Day rivers on the Eastern Sea in the southeastern part of the Red River Delta;
v. Investments in a physical distribution and logistics in/or around the Hanoi metropolitan area to cope with the rapid increase of future cargo traffic demand;
vi. Institutional support to the Ministry of Transport (VIWA, TDSI, PMU-W) and provincial Departments of Transport.
The services include preparation of Feasibility Study (FS), Preliminary Engineering Design and Procurement Plan for the Project. The FS preparation will include technical, financial, economic, resettlement, environmental and institutional analyses.
The Services are expected to commence in May 2006 and completed by December 2006.
3. The Project Management Unit of Waterways (PMU-W) on behalf of Ministry of Transport now invites eligible consultants to indicate their interest in providing the Services. Interested consultants must provide information indicating that they are qualified to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.)
Consultants may associate to enhance their qualifications. In that case, consultants should clarify whether they will associate in the form of joint-venture or sub-consultancy agreements. In case of joint-venture, all members of joint-venture shall be jointly and severally liable for execution of contract and one member shall be appointed to represent the joint-venture.
4. A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and employment of Consultants by Bank Borrowers, (published in May 2004).
5. Interested consultants may obtain further information at the address given below from 8.00 to 17.00 hours, Monday to Friday.
6. Expression of Interest must be delivered to the address below by no later than 14th October, 2005.
