Procurement of Vehicles

1.This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business dg May 27, 2003.

2.The Federal Government of Nigeria has received a credit from the International Development Association toward the cost of Ondo State Health System Development Project II, and it intends to apply part of the proceeds of this credit to payments under the Contract for the supply of Ambulances

3.The Ondo State Health System Development Project II now invites sealed bids from eligible and qualified bidders for the supply of Ambulances as specified below and in the schedule of requirements:

Ambulances (9 Nos) (fully equipped) capable of carrying two stretchers and a minimum of 4 medical personnel.
Bid Security of at least 3% of Bid Price.
Delivery Schedule is 120 days

Location: Ondo State Health Systems Development Project II, Ministry of Health;

Vehicles shall be delivered at the Ministry of Health Alagbaka, Akure not later than 120 days from the award of contract.

4.Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from the
Project office, Room 309, 3rd Floor,
Ministry of Health, State, Alagbaka Secretariat, Akure, Ondo State; and inspect the Bidding Documents between 9 am till 4 pm (Mondays – Fridays).
6.Qualifications requirements include technical, financial, legal and other requirements. A margin of 15% preference for eligible national contractors shall be applied. Additional details are provided in the Bidding Documents.

7.A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written Application to the Project Manager, Room 309, 3rd Floor, Ministry of Health, State Secretariat, Alagbaka, Akure and upon payment of a non refundable fee of N10,000 The method of payment will be cash or bank draft. The Bidding Documents will be collected by hand by the bidder’s representative or sent by courier services on request.

8.Bids must be delivered to the address below on or before Thursday 27th October, 2005 at 10.00 a.m. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below at 10.00 a.m. on Thursday 27th October, 2005. All bids must be accompanied by a bid security as specified in the table above and in the bid document.

There will be a Pre-Bid opening meeting on Tuesday 11th October, 2005 at 10.00 am at the Conference Room 2nd Floor, Ministry of Health, State Secretariat Alagbaka, Akure.
