RECTIFICATION AND RATIFICATION OF THE REQUEST FOR EXPRESSION OF INTEREST

STUDIES RELATED TO THE COMPONENT OF INSTITUTIONAL STRENGTHENING OF THE ENVIRONMENTAL AGENCY OF THE STATE OF ESPIRITO SANTO (SEAMA/IEMA).

The Government of the State of Espírito Santo has with the International Bank of Reconstruction and Development – IBRD (World Bank) the Loan Agreement 7248-BR, in the amount of thirty-six million American Dollars ($36,000,000), to face the Project Águas Limpas’s costs of implantation, and intends to use part of the resources of the loan for consulting services, as per the Component of Institutional Strengthening of the SEAMA – IEMA System.

The Directive Committee of the Project Águas Limpas, presided by the Secretary of State of Economy and Planning of the Espírito Santo, in the manager's of the agreement function, it comes to invite Companies specialized and with references the requested objective, are invited to express interest to be considered in the preparation of a short list, for each selection process to be accomplished, below discriminated:

1. Institutional planning and Institutional Strategy development of SEAMA – IEMA: Definition of the institutional strategy, proposal for the corresponding organizational planning of SEAMA – IEMA and, the related staff training services.

2 - Environmental and water resources monitoring network: Consulting services to study the re-dimensioning and the completion of the existing quali-quantitative monitoring network of water resources of the drainage basins of the State of Espírito Santo, as well as to elaborate the executive project of implantation of Supervisão Hidrometeorológica's Nucleus.

3 - Improvement of Environmental Licensing: Consulting services on how to increase the response capacity, improve the delivery time and technical consistency of the environmental licensing process. Intensification and improvement of the efficiency of environmental control through the provision of technical compensatory measures, mitigation of negative environmental impacts or improvement of positive environmental impacts established as environmental conditions and relative training of personnel.

4 - State water resources Management system: Consulting services for the elaboration of a water users register. Planning the implementation of a system for granting water resources use rights in the State of Espírito Santo.

5 - State water resources Management system: Consulting services for simulation of economic impact relating to the implementation of charges for water use in Espírito Santo. Consulting services for elaboration of a water-basin plan, support to the basin committees and estimation of the amount of investments required in the field of water resources. Identification of priority areas for the installation of water-resources-management structural-support-measures and related staff training services.

The interested parties should indicate clearly in which or which will want to participate of the selection processes (items from 01 to 05).

Period-limit for the reception of the manifestations of interest: up to 22/09/2005

The manifestations of interest must be accompanied by the following documents:
- Company references and information data, such as: name, main partners, organizational structure, address, country, telephone, fax, email;
- Data and name of the person responsible for the information (it must be the contact agent);
- The intention of the company in participating isolated or in consortium (in this case, identify the name of the leading company);
- The Resume of the company or companies (in the case of a consortium), listing the experiences and main services carried out in the areas of projects management, engineering designing and services of administration and supervision for water and sanitation works, indicating the respective values (man-hours and total) and customer details: experiences in Brazil and with projects financed by international organisms should be presented;
- Attach in the Annexes any printed document, such as dossiers and reports, that can better present the management capacity and other qualities of the company or the consortium;
- Any other information considered necessary;
