The Government of the Philippines through the Office of the Ombudsman has received an ASEM Grant administered by the World Bank for Strengthening the Institution of the Office of the Ombudsman for Good Governance. Part of the grant proceeds shall be used to procure the services of a consulting firm, which shall undertake the following activities:

1. Developing a databank system on Statement of Assets, Liabilities and Net Worth (SALN) of public officials and employees; and

2. Developing a Case Monitoring and Tracking System (CTMS) to support the prosecution of corruption cases.

The Office of the Ombudsman now invites interested firms to submit relevant information indicating their qualification to perform the abovementioned services. A firm shall be selected in accordance with Quality and Cost Based Selection Method prescribed under the World Bank's Guidelines: Selection and Employment of Consultants by Bank Borrowers published in May 2004.

The qualification documents shall include, but not limited to the following:

(i) Company profile or overview;
(ii) Key differentiators of services;
(iii) Resume of key systems personnel;
(iv) Description of the company's business lines; and
(v) Latest financial statements.

Interested firms must prove:

(i) Sufficient experience and capacity to undertake the above activities.
(ii) A solid track record in developing systems of comparable nature and complexity.

Interested firms must also submit their letters of expressions of interest together with their qualification documents on or before September 23, 2005, 5:00 p.m. to:
