Supply & Installation of IT Equipment for
Health Facilities in Menoufia and Alexandria Governorates

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 493 (Article ref. WB896-493/98) 31 August 1998 and 16 October, 2002 and 23 November 2003 General Procurement Notice on 31 August,2001 in El Gomhoria newspaper and on 1 September , 2001 in Al Ahram newspaper and on 16 October, 2002 in El Gomhoria and Al Ahram newspapers and on 23 November 2003 in El Gomhoria and Al Ahram newspapers.

2. The Ministry of Health and Population – Sector for Technical Support and Projects (STSP) has received a Credit from the International Development Association towards the cost of Health Sector Reform Program (HSRP), and it intends to apply part of the proceeds of this credit to payments under the agreement resulting from this IFB: Supply and Install IT Equipment for Health Facilities in Menoufia and Alexandria Governorates Bid # 39/Goods/WB/ICB/2004

3. The Ministry of Health and Population Sector for Technical Support and Projects (STSP) now invites sealed bids from eligible bidders for the supplying of IT Equipment for 311 Health Facilities in Alexandria & Menofia Governorate. These are to be provided according to the following Lots:

The supplier will be responsible for delivering, installing and the setup of the equipment (ensuring the full operational status) for all the required equipment per site.

4. Bidding will be conducted through the international competitive bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:

• The Bidder should proof with legal authorized documents that he has minimum of 5 years experience as a manufacturer / authorized agent / authorized distributor for similar type of required goods.

• In case of a Bidder not doing business in Egypt, if awarded the contract, the Bidder will obtain, or will be represented by a local agent who should have, a certificate authorized by the Ministry of Industry for the presence of services and maintenance center located in Egypt for the provision of after sales services and maintenance.

5. Interested eligible bidders may obtain further information from Ministry of Health and Population, Sector for Technical Support and Projects (STSP) and inspect the bidding documents at the address given below from 9:00 am – 3:00 pm local time (Sunday to Thursday).

6. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 1500 L.E (Fifteen Hundred Egyptian Pounds ) or $250 ( Two Hundred and Fifty US Dollars ).The method of payment will be cash or a cashier or a certified check payable to Ministry of Health and Population - Health Sector Reform Program- Sector for Technical Support and Projects. And add fee US$ 20 to send the bid documents by Egypt mail services (EMS)

7. Bids must be delivered to the address below at or before Wednesday 5/10/2005 at 12:00 noon (Local time). All bids must be accompanied by a bid security valid up to 150 days from the bid opening date. The amount of the bid security per lot is as follows:

or an equivalent amount in a freely convertible currency (date of exchange rate is 10 days prior to Bid Opening Session). Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at Time: 12:00 noon (Local Time) Date: 5/10/2005

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
Note:

• Bid security, Advance payment and the Performance guarantee should be confirmed through correspondent bank in Egypt.
• Bid Form and Price Schedules must be filled for each submitted lot separately.
• Bidders may introduce an offer for one or several lots.
