Contract specifications
6. Description of the contract: Since 2000, Bosnia and Herzegovina has
received intensive technical assistance in the waste sector, including
ongoing initiatives in implementation of waste recycling pilot projects.
As part of this initiative, the European Union will be procuring a supply
of equipment and vehicles for the following planned pilot project
operations:
- source separation and central sorting of recyclable materials from
parts of the city of Sarajevo,
- collection and treatment of infectious health-risk waste, IHRW, in the
waste-management region of Doboj-Tesanj,
- collection of source-separated recyclables in the municipalities of
Doboj and Derventa.
7. Number and titles of lots: Lot 1: grab crane;
lot 2: sorting station;
lot 3: containers for source separation of recyclable fractions;
lot 4: wheel loader;
lot 5: infectious health-risk waste transport vehicle;
lot 6: infectious health-risk waste treatment facility;
lot 7: compacting waste-collection vehicles.
Terms of participation
8. Eligibility and rules of origin: Participation is open on equal terms
to all natural and legal persons (participating either individually or in
a grouping (consortium) of tenderers) of the Member States and the
countries and territories of the regions covered and/or authorised by the
Regulation or other specific instruments applicable to the programme
under which the contract is financed (see also item 21 below). All goods
supplied under this contract must originate in these countries.
9. Grounds for exclusion: Tenderers must submit a statement to the
effect that they are not in any of the situations listed in point 2.3.3
of the Practical Guide to contracts procedures financed by the general
budget of the European Communities in the context of external actions.
10. Number of tenders: Tenderers (including firms within the same legal
group, other members of the same consortium and subcontractors) may
submit one tender for one or more lots. Tenders for parts of a lot will
not be considered. Any tenderer may state in its tender that it would
offer a discount in the event that its tender is accepted for more than
one lot. Tenderers may not submit a tender for a variant solution in
addition to their tender for the supplies required in the tender dossier.
11. Tender guarantee: Tenderers must provide a tender guarantee of EUR
650 for lot 1, EUR 3 900 for lot 2, EUR 780 for lot 3, EUR 680 for lot 4,
EUR 400 for lot 5, EUR 3 500 for lot 6, EUR 3 500 for lot 7 when
submitting their tender. This guarantee will be released to unsuccessful
tenderers once the tender procedure has been completed and to the
successful tenderer(s) upon signature of the contract by all parties.
This guarantee will be called upon if the tenderer does not fulfil all
obligations stated in its tender.
12. Performance guarantee: The successful tenderer will be asked to
provide a performance guarantee of no more than 10 % of the amount of the
contract at the signing of the contract. This guarantee must be provided
no later than 30 days after the tenderer receives the contract signed by
the contracting authority. If the selected tenderer fails to provide such
a guarantee within this period, the contract will be void and a new
contract may be drawn up and sent to the tenderer which has submitted the
next best compliant tender.
13. Information meeting and/or site visit: An optional information
meeting and site visit will be held on 2.9.2005 (10.00) local time at the
premises of the Delegation of the European Commission to Bosnia and
Herzegovina to answer any questions on the tender dossier which have been
forwarded in writing or are raised at the meeting. Participants will then
travel by their own means to the site of the source separation and
central sorting of recyclable materials facility at Sarajevo landfill for
the site visit. Minutes will be taken during the meeting and these will
be communicated - together with any clarifications in response to written
requests which are not addressed during the meeting - in writing to all
the tenderers at the latest 11 calendar days before the deadline for
submission of tenders. No further clarification will be provided after
this date. All the costs of attending this meeting will be borne by the
tenderers.
14. Tender validity: Tenders must remain valid for a period of 90 days
after the deadline for submission of tenders.
15. Period of execution: The delivery will last a maximum of 4 months as
from contract signature by both parties.
Selection and award criteria
16. Selection criteria: 1. Professional capacity of the candidate(s) (as
defined in the tender dossier, part D - Supply Tender Submission Form,
Article 4 - Experience),
a) For lots 1 and 4 only:
over the past 5 (five) years the tenderer(s) have completed at least 2
(two) projects (value in excess of EUR 50 000 per project) in supply of
the civil engineering equipment.
b) For lot 2 only:
over the past 5 (five) years the tenderer(s) have completed at least 2
(two) projects (value in excess of EUR 150 000 per project) in supply of
the waste sorting belt equipment.
c) For lot 5 only:
over the past 5 (five) years the tenderer(s) have completed at least 2
(two) projects (value in excess of EUR 50 000 per project) in supply of
the transport vehicles.
d) For lot 6 only:
over the past 5 (five) years the candidate(s) have completed at least
2(two) projects (value in excess of EUR 35 000 per project) in supply of
the sterilizing equipment.
e) For lot 7 only:
over the past 5 (five) years the candidate(s) have completed at least 2
(two) projects (value in access of EUR 100 000 per project) in supply of
the waste-collection vehicles.
2. Compliance with technical specifications (as described in Annex II -
Technical specifications, Part 1, Article 3 - Description of the supplies)
17. Award criteria: Price.
Tendering
18. How to obtain the tender dossier: The tender dossier is available

index_en.htm. The tender dossier is also available for collection from
the contracting authority. Tenders must be submitted using the standard
tender submission form included in the tender dossier, whose format and
instructions must be strictly observed.
