The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, Philadelphia Office, intends to acquire services in support of the Navy's Behavioral Health Office and its suicide prevention strategic communications effort. The Navy's Behavioral Health Office provides suicide prevention policy, analysis and training content along with essential support to Navy Operational Stress Control to promote psychological health and resilience in order to prevent suicides and stress casualties. Tasks include the integration of suicide prevention and operational stress control programs with other personal and family readiness programs, development of a command tool kit for implementing an integrated resilience and prevention program and team, conducting focus groups in support of training, communications development and assessment, and the development of strategic communications and information products in support of behavioral health. FLCN's intent is to process this procurement on a sole source basis to Zeiders' Enterprises, Inc. Woodbridge, VA. FLCN's intent is to extend the period of performance on the current contract, N00189-11-P-Z548 while the competitive follow-on requirement is procured. The extension will begin on 01 August 2013 and will continue through 31 January 2014. There will be up to six one-month options included in this extension. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority section 4204 of the Clinger-Cohen Act of 1996 as implemented by FAR 13.501(a). Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code is 621330.
