   The Advisor should have the following specific qualifications and experience:

1) Be a graduate professional accountant specializing in public finance and accounting with at least ten years post qualification experience of working in the field of Public Sector Finance and Accounting.
2) Have substantial experience of design, implementation, management and operation of Government Accounting and Financial Management Systems in a Ministry of Finance or Government Accounting Organization in a Developing Country.
3) Have considerable knowledge of government planning & budgeting systems and their relationship with accounting and other financial systems in a developing country environment.
4) The consultant will also need to have excellent communication skills, both oral and written and should preferably have experience of working in a developing country

COUNTRY: ZAMBIA PROJECT: PUBLIC EXPENDITURE MANAGEMENT AND FINANCIAL ACCOUNTABILITY (PEMFA) REFORM PROGRAMME SECTOR: PUBLIC SECTOR REFORM DESCRIPTION: VACANCY FOR IFMIS PROJECT DEVELOPMENT RESIDENT ADVISOR CREDIT NO.: NOT AVAILABLE PROJECT ID NO.: P082452 The Government of the Republic of Zambia (GRZ) intends to apply for financing from the International Development Association (Association) toward the cost of the Public Expenditure Management and Financial Accountability (PEMFA) reform programme, and it intends to apply part of the proceeds toward payments for the contract of the IFMIS PROJECT DEVELOPMENT RESIDENT ADVISOR. IFMIS is aimed at improving the acquisition, allocation, utilisation and conservation of public financial resources through the use of automated, integrated, effective, efficient and economic information systems. In order to implement the IFMIS Project, the GRZ wishes to invite applications from eligible applicants for the position of the IFMIS PROJECT DEVELOPMENT RESIDENT ADVISOR, for an initial contract of two years located in Lusaka, Zambia The deadline for submission of application is February 18, 2005 at 17:00 hours. The specific terms of reference are: 1)Provide advice and support to the Office of the Accountant General and the IFMIS Project Team; 2)Review and finalize the overall IFMIS implementation strategy (including the rollout Implementation strategy and chart of accounts); 3)Advise and assist in the development of appropriate Accounting Policies, bases and procedures and regulations for this process and other training material; 4)Review and advise on payment approval procedures within MOFNP with the objective of accelerating the processing of payments; 5)Recommend improved treasury and cash management systems and procedures in line with current international best practice; 6)Assess and specify any related managerial, human resources or technical requirements which the MOFNP must address during and after implementation of IFMIS. 7)Assist in the supervision of IFMIS hardware and software Supplier in the implementation of IFMIS. 8)Advise and assist in development of appropriate legal and regulatory framework (financial procedures and regulations) required as a result of implementing IFMIS. 9)Providing briefing to and documenting outcomes of routine IFMIS project monitoring missions and assist in mobilizing donor support for the IFMIS Project. 10)Carry out any such other duties that were assigned to him by the Accountant General in line with the improvement of the financial management for the Government of Zambia.
