The African Development Bank seeks expressions of interest from suitably qualified individual consultants to provide advisory services in connection with the Initiative for Risk Mitigation in Africa (IRMA). IRMA is financed by a Trust Fund established by the Italian government and is aimed at strengthening the ability of AfDB to implement the best and most cost-effective risk mitigation solutions. The IRMA work plan for 2012 and 2013 includes (but is not limited to) the following activities: i. Assisting in providing specialist legal advice in drafting template documents for PCG and PRG and such other instruments as may be required; ii. Creating awareness and promoting the use of the risk mitigation platform of the bank; iii. Risk mitigation as an active portfolio management instrument; iv. Risk mitigation solutions through the insurance market; v. Researching less traditional risk mitigation instruments and risk transfer mechanisms; vi. Advising on the implementation of an unfunded undisclosed risk participation structure to support private sector loan portfolio; vii. Supporting both the IRMA consultants and the consulting Firm working for IRMA to develop and deliver an extensive training programme on credit enhancement products for AfDB staff, government officials and private sector. This would include but is not limited to increasing awareness of the program and ensuring suitable attendees during multi-country delivery, viii. Developing a facility to support (a) the issuing of guarantees against the peril of unfair calling of a bond by a Sovereign or Sub-sovereign obligor and (b) to support the issue of bonds in favour of Sovereign and Sub-Sovereign entities. ix. Design and development of a web-site and preparation of promotion brochures. For the execution of part of the above activities, the Bank intends to activate suitably qualified individual consultants from time to time on an “if and when needed” basis. The Bank is expecting to recruit at least one long term consultant(s), initially for one year. It may also recruit short term consultants for specific tasks of up to three months duration. Please indicate your preference for short or long term. Interested individual consultants are invited to respond by submitting information indicating their qualifications to perform the services (brochures, description of similar assignments, experience in similar conditions, availability, appropriate skills etc.). Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procedures for the Procurement of and Use of Consulting Services Funded by the Administrative or Capital Budget of the Bank Group. The African Development Bank Group is under no obligation to shortlist any consultant who expresses interest. Expressions of interest must either be couriered or hand delivered to the address below no later than October 1st, 2012 at 17:00 Tunisia time.
