CONSULTANCY SERVICES FOR PREPARATION OF CIVIL AVIATION MASTER PLAN
This request for expression of interestfollows the General Procurement Notice for this project that appeared in the dgMarket and UN Development Business on April 13, 2010.
The Government of the United Republic ofTanzania has received a credit from the International Development Agency (IDA) towards the cost ofthe Transport Sector SupportProject (TSSP) and intends to apply partof the proceeds to finance eligible payments under the contract for preparation ofCivil Aviation Master Plan and PPP options including detailed master plan for Julius Nyerere International Airport (JNIA) and otherviable airports within the country.
The masterplan is intended to support the country towards preparation of the second phase of Transport Sector Investment Program (TSIP) andthereby facilitate to foster domestic and international trade and tourism. The Master plan to be prepared will be aligned with theNational Transport Policy and will be linked with the national development goals including National Strategy for Growth andReduction of Poverty - NSGRP known as MKUKUTA and the National Five Year Development Plan. The Civil Aviation Master Plan has been preceded by the Aviation Master Plan Pre-feasibility Study which was completed in2010.
The main objectives of this assignment are to: (i) outlinecurrent deficiencies, requirements, and cost estimates of the civil aviation infrastructures (including airports, Air TrafficControl, airspace and navigation equipment, communications equipment, and weather systems); (ii) make economic data analysis andforecasting; and (iii) define strategies to match the future needs during the defined time frame.
The planning horizon for the aviation master plan study istwenty years from the anticipated completion date of the preparation of the Aviation Master Plan.
The Tanzania Airports Authority nowinvites eligible Consultants to express their interest in the provision of the above services. Interested Consultants must submit application(s) for the assignment(s) and provide information indicating theirqualification and experience for performing the services. The expression of interest should include documentation regarding thelegal status of the firm and other supporting information indicating that they are qualified to perform theservices (brochures, description of assignments of similar nature undertaken by the Consultant in the last five years, and availability of competentprofessional staff to manage the assignment).
For each assignment performed, theconsultant shall provide the name and address of the client, date(s) of execution, name(s) of lead and associate firms (if any), value and financing source. Firms may associate to enhance theirqualifications.
Short-listing and final selection ofconsultant will be in accordancewith the procedures set under the World Bank Guidelines: Selection and Employment of Consultants byWorld Bank Borrowers, May 2004, revisedOctober 1, 2006.
