Contract description: The global objective is to strengthen access to land and property rights for all sections of the community in Bangladesh, working with the Ministry of Land (MoL). The specific objectives at the national level are to develop a national land policy and sub-policies covering among others 'khas', 'char' and Government lands. Under the project's second component, the project will establish an authoritative land record (ALR), working at the policy, legislative and institutional level to provide a land ownership registration system capable of producing a certificate of land ownership, and secondly at the 'upazila' level, to build the ALR, through physical co-location and technology, under the current legislative and institutional arrangements. In order to establish the ALR in the 3 pilot 'upazilas', the project will procure survey equipment consisting of GPS, ETS, plotters, map copiers and map processing software, and IT equipment consisting of servers, computers, scanners and back-up generators to facilitate the work of a long-term technical assistance team expected to be mobilised in the 4th quarter of 2012 to the end of 2015. 8.
