BID NOTICE UNDER INTERNATIONAL COMPETITIVE BIDDING
 
REPUBLIC OF UGANDA
MINISTRY OF WORKS AND TRANSPORT
EAST AFRICA TRADE AND TRANSPORT FACILITATION PROJECT (EATTFP)
CONSTRUCTION OF ONE?STOP BORDER POST (OSBP) FACILITIES AT MUTUKULA BORDER POST: Procurement ReferenceNumber?MoWT/Wrks/2011?2012/0114

1) This invitation for bid follows the General Procurement Notice (GPN) for this project that appeared in the DevelopmentBusiness, issue number 001 of 15th February 2006.
2) The Government of the Republic of Uganda (GoU), represented by theMinistry of Works and Transport has received a Grant fromTrademark East Africa towards the cost of the East Africa Trade and Transport Facilitation Project (EATTFP), and intends to applypart of the proceeds of this Grant toward payments under the contract for the Construction of One?Stop Border Post Facilities atMutukula border post.
3) The Ministry of Works and Transport (MoWT) now invites sealed bidsfrom eligible and qualified bidders for the Construction ofOne?Stop Border Post Facilities at Mutukula Border Post. The construction period is 24 months, inclusive of 12 months DefectLiability Period (DLP)
4) Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank'sGuidelines: Procurement under IBRD Loans and IDA Credits, "(May 2004 revised October 2006 and May 2010 version) and is open to allbidders from Eligible source countries as defined in the Bidding Documents.
5) Interested eligible bidders may obtain further information from the Head, Procurement and Disposal Unit (HPDU), Ministry ofWorks and Transport and inspect the bidding documents at the address given below at 10 (a) from 8:00am?5:00pm (local time), Mondayto Friday. 
6) Qualifications requirements include: key technical, financial and legal requirements indicated in the bid document, includingbut not limited to average annual turnover of UGX 24 billion; Cash flow of UGX 2billion per month; Contracts in similar assignmentsin terms of valueand scope etc. "additional details are provided in the bidding document".
7) A margin of preference for eligible national contractors/joint ventures of 7.5 percent "shall" be applied.
8) A complete set of Bidding Documents in English may be purchased byinterested bidders on submission of a written application tothe address below at10 (b) and upon payment of a non-refundable fee of U.shs. 200, 000/= (Uganda Shillings Two Hundred ThousandOnly) or an equivalent in a freely convertible currency. The method of payment will be BankPayment Advice Form (BPAF) obtainablefrom the MoWT's Cash Office, plot number 4/6, Airport Road Entebbe. Bidders shall be issued the bidding document by Head, Procurement and Disposal Unit (HPDU) after payingthe non?refundable fee.  
9) Bids must be delivered to the address below at 7(b) at or before 11:00am (local time) on Friday 6th April, 2012?ELECTRONICBIDDING SHALLNOT BE PERMITTED. All bids must be accompanied by a bid security of UGX100, 000, 000/= (Uganda Shillings One HundredMillion Only) or an equivalent amount in a freely convertible currency. Late bids shall be rejected. Bids will be opened in thepresence of the bidders' representatives who choose to attend at the address below at 10 (c) at 11:10am (local time) on Friday 6thApril, 2012
