The Islamic Government of Afghanistan [has applied forfinancing in the amount of US$ 325 equivalent from the World Bank toward the costof the Afghanistan Rural Access Project (ARAP)], and intends to apply part of theproceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financedby the Afghanistan Reconstruction Trust Fund (ARTF)
The project will include the followingcomponents: component A, Improvement of 1, 350 km secondary roads and Maintenance of 2, 000 km Secondary Roads as well asconstruction of 1, 000 linear meter of bridges along secondary roads; Component B, Improvement of 1, 300 km of tertiary roads, andMaintenance of 4, 000 km of Tertiary Roads as well as construction of 1, 600 linear meter of bridges along tertiary roads; andComponent C, Institutional Strengthening and Program Development. Project will finance computers, printers, scanners communicationequipment, vehicles internet connectivity equipment, office equipment such as photocopy machines, fax machines, digital cameras, civil engineering equipment, engineering quality control equipment, software including software for project management andengineering design and any other goods necessary for the implementation of the project. The project will utilize services ofconsulting firms and individuals for activities such as survey, design and implementation supervision as well as implementationsupport and capacity building. Based on the nature and complexity of the consulting assignment QBS, QCBS, CQS, LCS, SSS andindividual consultant selection methods will be used as per the Bank's Guidelines for Selection of Consultants.. All civil works, goods and services will beprocured under ICB/NCB procedures.
Procurement of contracts financed by theWorld Bank will be conductedthrough the procedures as specified in the World Bank's http://www.worldbank.org/html/opr/procure/guidelin.html">Guidelines:Procurement under IBRD Loans and IDA Credits (dated May 2004, revised October 2006, May 2010 and January 2011 "Guidelines), and is opento all eligible bidders as defined in the guidelines. Consulting services willbe selected in accordance with the World Bank's http://www.worldbank.org/html/opr/consult/contents.html">Guidelines: Selection and Employment of Consultants by World BankBorrowers (dated January2011 "Guidelines).
Specific procurement notices forcontracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancyservices will be announced, as they become available, in http://www.devbusiness.com/">UN Development Businessand http://www.dgmarket.com/">dgMarket.
