The Japan International Cooperation Agency (JICA) is providing ODA loan assistance to the Government of India Japanese Yen 5.001 billion towards the implementation of “Himachal Pradesh Crop Diversification Promotion Project” (HPCDP) in the State of Himachal Pradesh, India.

The stated project objective is to promote sustainable crop diversification in Himachal Pradesh by development and rehabilitation of minor irrigation facilities and access farm roads, as well as by improvement of extension services including promotion of vegetable cultivation, thereby contributing to the improvement of livelihood of farmers in Himachal Pradesh.

The Department of Agriculture, State Government of Himachal Pradesh invites Expression of Interest (EOI) to employ consultant to provide Consulting Services to the newly formed Project Management Unit (PMU) of the Department of Agriculture – Government of Himachal Pradesh (DOA) from Financial Year 2011-2018.
The cost of Consulting Service will be financed out of
the proceeds of an ODA loan extended for the project by JICA and the consultants to be employed will be selected in accordance with the Guidelines for the Employment of Consultantsunder JICA ODA Loans.

The PMU intends to shortlist the eligible and qualified consultancy firms/consortium of firms to participate in competitive bidding for Project Management Consultancy.

The role of Project Management Consultant (PMC) is as follows:

The appointed PMC will be responsible in the improvement of processes and procedures for project implementation at the state, district and block levels Project Management Unit (PMU) of the DOA under the HPCDP Project and specifically:
To assist
 Assistance in planning;
 Detailed design;
 Construction management;
 Environmental consideration;
 Financial management;
 Evaluation and reporting

To achieve this, the appointed Project Management Consultants (PMC) on behalf of the PMU will be responsible to manage:
 Sub-project Screening and Appraisal;
 Pre-construction Engineering Works;
 Support for Construction Management;
 Coordination with JICA Technical Cooperation Project;
 Support for Agricultural Extension and other works;
 Support for Training Activities;
 Annual Plan of Operation and Overall Project Management.

The expected inputs from the PMC over the project period from the first year of the Project implementation from approximately October 2011 until March 2018 are:
 International consultants 4 man team - 56 Man Months;
 Local consultants 11 man team - 239 Man Months;
 Supporting staff: 720 Man Months.
Total 1,015 Man Months.

The project will cover the districts of Bilaspur, Hamirpur, Kangra, Mandi and Una. The State PMU will be based in the centralized location at Hamirpur working with the above three (3) districts PMUs and eight (8) block level PMUs.

Following eligibility / qualification criteria will be used to shortlist the consultants
 The applicants may be an independent single firm or in joint venture or in consortium with other firms.
 In the EOI it must be clearly indicated / stated who the “Lead Partner” is if it is a joint venture/consortium. The Lead partner must possess similar experience in the Project Management
Consultancy of their experience and technical expertise in areas relating to this project to infrastructure development particularly related to irrigation systems, water requirements, planning of farmers support program, training on farm mechanization and micro irrigation and institutional and strengthening/capacity building etc.
 The intending firm or in case of joint venture / consortium, the Lead Partner should have
experience in projects of comparable size, complexity, and technical specialty in India/ developing countries.
 Experience in project management of projects Experience of donor funded projects and
working for reputable regional/international organizations (multilateral & bilateral);
The intending firm or joint venture / consortium partners should have adequate experiences in Project Management Consultancy in India/ Developing Countries. The firms / joint venture /consortium capability to handle Staff Resources, Project Delivery Capability,National/International Expertise, Financial Capability etc. would be considered for short listing of
the Consultants. Experience in institutional development planning activities is also desirable.

The EOI should include the following information under cover of the attached application form indicating that they are qualified to perform the services:
• List of similar assignments completed successfully, with brief project description,relevancy, information of cost of the services, cost of project, employer and funding agency
• List of similar assignments in progress with brief project description, relevancy, information of cost of the services, cost of project, employer and funding agency
• Company profile and a list of relevant skills with the staff and indicative Curriculum Vitae
• Instrumentation available with the company and experience in using the latest tools and equipment relevant to this project e.g. GPS surveying and mapping tools.
• Project delivery capability in India and experience of donor funded projects;
• Company registration certificate/s and document/s
• Latest Annual Report and audited accounts
• Document/s clearly showing last three (3) year annual turnover figures
• Eligibility statement.

All above documents / certificates for the firm / and joint venture / consortium partners must be submitted in the EOI.
Only eligible firms having the required qualifications shall be considered for short listing and only
shortlisted firms or associations shall be invited to forward proposals for the services and the
evaluation of these proposals shall be carried out by the QCBS methodology.

Consulting firms barred from participating in any project funded by the Government of India or any other international donor (i.e. JICA, World Bank, ADB, DFID) on the date of submission of their EOIs will not be eligible to participate in this project. A declaration to that effect shall be furnished by applicants.
Only the firms / joint ventures / consortiums having experience and eligibility as per the criteria given above shall be considered for short listing in the light of the evaluation criteria approved by the competent authority. The weightings for various parameters for Technical Bid Evaluation will be indicated in the document titled “Request for Proposal”.
After submission of the EOI, change in the lead consultant and or joint venture / consortium partnership, shall not be permitted.

The EOI must be accompanied with a non-refundable fee of INR 5,000 (Five Thousand) in the form of a demand draft/pay order payable at Shimla, India, favoring Director of Agriculture, Department of Agriculture, Government of Himachal Pradesh.

The Expression of Interest shall be submitted in a sealed envelope clearly marked as “Expression of Interest for the Provision of Consulting Services to the Project Management Unit - Himachal Pradesh Crop Diversification Promotion Project.”

Expressions of Interest should be received before 1500 Hrs. Indian Standard Time on 20th April 2011 (20.04.2011).

EOIs received before this stated time and date only shall be considered. Late EOIs shall be rejected.
