This is a sources sought announcement only and is not an intent to procure. A solicitation is not available at this time and any requests for a solicitation will not receive a response. The Mission and Installation Contracting Command at White Sands Missile Range (WSMR) is anticipating a competitive acquisition for an Indefinite Quantity type contract with one base year and four one-year option periods. Services would be ordered by the issuance of firm, fixed price task orders. The Training and Doctrine Command (TRADOC) has a requirement for systems engineering mission support services to the TRADOC Analysis Center (TRAC), White Sands Missile Range, NM. The contractor shall provide highly motivated, qualified and professional personnel with the expertise and skills required to accomplish TRAC-WSMR missions related to analysis, studies, modeling, and simulation.

This sources sought synopsis is issued to determine if there are small business contractors capable of and interested in providing the required services, and to assist the Army in making a set-aside decision. All potential offerors must note that GOVERNMENT FACILITIES WILL BE PROVIDED. Parties must indicate their business size status in relation to the applicable North American Industry Classification System (NAICS) code 541511 (size standard is $25.0 million). Sources should identify and address if they are a large, small, 8(a), woman owned, Hub zone, or otherwise classified as a small disadvantaged business in their responses. Responses will be reviewed to identify firms capable of fulfilling the Government's requirements. Any information submitted by respondents to this sources sought synopsis is voluntary.

What to Submit: Each potential source shall give a brief description of their capabilities to support the required service as provided in the attached DRAFT Purchase Description (with the knowledge that the Government may potentially modify or terminate all or part of the requirement prior to, during, or after award without incurring additional cost). This description should include a demonstration that the source: has adequate financial resources to perform the contract, or the ability to obtain them; be able to comply with the government's performance schedule, taking into consideration all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting, operational controls, and technical skills to perform. Each potential source is also requested to provide the contract number(s), dollar value(s), and brief description of work previously or currently being performed, which specifically demonstrates the contractors ability to successfully satisfy the systems engineering mission support services. Firms shall also provide point of contact information where available for the efforts cited above.

Additional Q & A's for TRAC Mission Support.

Below are responses to the submitted questions.


1. Is the Senior Program Manager to be located and work directly on the
White Sands Missile Range or immediate surrounding area or can the position
be executed off-site under the conditions described in the PWS as the single
point of contact with the Contracting Officer and as the designated
representative responsible for coordinating work for all Task Orders?

A: TRAC-WSMR Response: In accordance with C.12 of the PWS, the Government will
provide administrative and office workspace but it's up to the Contractor if
he wants his Senior Program Manager to be placed onsite. Based on our
experience with an onsite Sr. Program Manager, the communication process
between the Government and Contractor has proven to be more successful when
the Sr. Program Manager is onsite.




2. Are the Senior Program Manager and the Program Manager both
considered 'core' personnel or is just the Senior Program Manager considered
'core personnel' for the effort?

A: TRAC-WSMR Response: In accordance with C.5.4 of the PWS, the Senior Program
Manager is considered "core" personnel, not the Program Manager.



3. Under the follow-on subject contract, does the government intend to provide office space for all contracting personnel including program management
positions?

A: TRAC-WSMR Response: In accordance with the PWS "C.12.1. Facilities.
The majority of Government facilities used for this contract are located in
Buildings 1400 and 1401, White Sands Missile Range, NM. The Government will
provide workspace at these facilities or, if required, other facilities for
Contractors on site to aid in performance of efforts under this contract."

The Sr. Program Manager is a position proposed on each task order so he
receives the same workspace we provide to his contractor employees.
