The Baguio Water District, through its Bids and Awards Committee (BAC), invites registered consultant and contractors to apply for eligibility and if found eligible, to bid for the hereunder contract:
Contract A (Consultant): Engineering Geological and Geohazard Assessment for the proposed Crystal Dale Water Tank Site
Location: Crystal Dale Subdivision
Brief Description: The consulting services involves the preparation of the Engineering Geological and Geohazard Assessment Report (EGGAR) and the subsequent securing of the Environmental compliance Certificate (ECC) from Environmental Management and Protected Areas Sector (EMPAS) of the DENR-EMB. The project also includes the preparation of Detailed Engineering Design (DED) and Cost Estimate for the needed slope stabilization works.
Minimum Requirements:The proposed professional staff of the consultant must be at least one (1) Senior Geologist, One (1) Rock Mechanics Engineer, One (1) Geotechnical Engineer and One (1) Environmental Engineer.
The Consultant shall at least posseses 1 unit drilling equipment for soil sampling and 1 unit service vehicle.
Bids shall be evaluated using the Quality Based Evaluation/Selection (QBE/QBS)
Approved Budget for the Contract (ABC): Php 786,984.00
Contract B (Contractors):Construction of Slope Stabilization Works Using Cable Bolting and Pressurized Cement Grouting for the San Carlos Heights Water Tank Site
Location: San Carlos Heights, Baguio City
Brief Description:The scope of work includes preparation of the drilling sites, actual drilling, insertion of cables, stabilizers and grout pipes, primary grouting, pre-stressing the cable, secondary grouting and final collar concreting of holes.
Minimum Requirements:Contractors shall at least posses for (4) units Rotary Diamond Drilling Machines, two (2) units Grouting Machines with high pressure hydraulic pump, one (1) unit Truck with Boom, and one (1) unit Air Compressor, 375 cfm minimum capacity.
Contractors should have completed a similar project with a scope of work involving slope stabilitation works.
Approved Budget for the Contract (ABC):Php 8,787,794.32
Note: Bids for the above contracts shall be submitted separately. The above contracts will be awarded individually. Interested bidders must indicate in their Letter of Intent (LOI) the particular contract on which they are to bid.
Prospective bidders should have completed a similar contract with a value of at least 50% of the ABC and have key personnel and equipment (listed in the Eligibility Forms) available for the prosecution of the contract. The BAC will use a non-discretionary pass/fail criteria in the Eligibility Check/Screening as well as in the Preliminary Examination of Bids. The BAC will conduct post-qualification on the lowest calculated bid.
All particulars relative to the Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bid Conference/s, Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions of R.A. 9184 and its Implementing Rules and Regulations (IRR).

The BAC will issue Eligibility Forms to interested bidders upon the submission of a Letter of Intent to the BAC Secretariat at the Baguio Water District, Purok BWD, 003 Barangay Marcoville, Baguio City and upon payment of a non-refundable amount of Two Thousand Pesos (Php2,000.00) to the Baguio Water District Cashier. Interested bidders shall submit the Eligibility Requirements to the BAC at the said address and on the due date as specified above.
Bid Documents will be available only to eligible bidders upon the payment of a non-refundable amount of Three Thousand Pesos (Php3,000.00) to the BWD Cashier.
The Baguio Water District assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the preparation of their bids.
