Expression of interest (EOI) for hiring of non government organization(s) [NGO(s)]for Social Mobilization and Service Delivery for Malaria Control and Kala-azar Elimination amongst Vulnerable Communities under the World Bank supported National Vector Borne Disease Control Project of the Ministry of Health & Family Welfare (MOH&FW), Government of India (GoI).
The National Vector Borne Disease Control Programme (NVBDCP), MOH&FW, GoI has received financial support from the World Bank towards the cost of the National Vector Borne Disease Control Project. The GoI intends to apply part of the project proceeds for hiring consulting services of non government organization(s) [NGO(s)].
The prime objectives are to strategize, plan, and manage: (i) social mobilization to foster demand generation for timely and appropriate preventive and curative services and their optimal utilization at the grassroots and (ii) delivery of quality services; complementing the ongoing efforts of the NVBDCP for malaria control and/or kala-azar elimination. A special emphasis shall be on reaching the vulnerable communities--the scheduled tribes, scheduled castes, other marginalized ones, and women and children. This is expected to catalyze improved access to services as well as their inclusion on equitable terms in the VBD control/ elimination.
The project areas for malaria control related activities will be in the states of Odisha, Jharkhand, Chattishgarh, Madhya Pradesh and Andhra Pradesh. For kala-azar elimination related activities Bihar, Jharkhand and West Bengal will be covered. The list of the districts is available on the programme website (www.nvbdcp.gov.in). The NGO shall plan and implement necessary and appropriate interventions in close collaboration with national, state, district VBDCP.
The NGO(s) shall draw from the methods and tools for social mobilization and orientation on the same (by a consultant agency for the purpose) and shall subsequently attempt context- and locale-specific customization. The NGO(s) shall also coordinate with a consultant agency for BCC for planning and implementing social mobilization, BCC activities on the ground.
The Directorate of NVBDCP, MOH&FW, GoI, invites eligible NGOs to express their interest in undertaking the necessary activities in relation to the aforementioned objectives. The NGOs should send separate EOIs for malaria and/or kala-azar. The NGOs may apply independently or partner with other NGOs/ FBOs/ CBOs to enhance their expertise and experiences. The NGOs must provide clear information that they and their partners (if any) have sufficient expertise and experience to perform the necessary activities. These shall include the following for the lead NGO as well as their partner(s): registration certificate(s); organizational profile [brief background information, organizational structure, number of staff (full time/ part time); expertise and experience of key staff]; description of similar projects in the last three years including project values and clients; financial reports for 2009, 2008, 2007; presence/ experience in project states/ districts; three references; and any other relevant information including brochure/ annual report.
The NGOs shall be short listed in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). The short listing shall be based on the following major criteria: technical capacity, financial capacity, relevant expertise and experience, presence in project areas. Further contact shall be made with the short-listed NGOs only. The Request For Proposal (RFP) with specific terms of reference for the necessary activities will be solicited only from the short listed NGOs.
The expression of interest may be submitted on or before 2nd March 2010, to the Director, NVBDCP at the address mentioned below in a sealed envelope. Interested NGOs may obtain further information related to the consultancy from the Directorate of NVBDCP during the office hours: between 09:30 hrs to 18:00 hrs on any working day (Monday - Friday) or may refer to the programme website.
