II.1.9) Variants will be accepted: No. II.2) QUANTITY OR SCOPE OF THE CONTRACT II.2.1) Total quantity or scope: Services should be provided on a 24/7 basis to the 2 main buildings (1 in Khartoum and 1 in Juba) and up to 28 houses (23 in Khartoum and 5 in Juba). Estimated value excluding VAT: Range: between 4 440 000 and 4 940 000 EUR. II.2.2) Options: Yes. Description of these options: The number of houses will depend on the number of effective expatriates taking up duty at the places of posting. II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Starting: 1.1.2010. Completion: 31.12.2013. INFORMATION ABOUT LOTS LOT NO 1 TITLE: Guarding KRT 1) SHORT DESCRIPTION: Security services provided by security companies for the EC Delegation's premises and expatriate staff accommodation in Khartoum. 2) COMMON PROCUREMENT VOCABULARY (CPV): 79713000. 3) QUANTITY OR SCOPE: Services should be provided on a 24/7 basis to the main building in Khartoum and up to 23 houses in Khartoum. Estimated cost excluding VAT: Range: between 2 600 000 and 2 900 000 EUR. 4) INDICATION ABOUT DIFFERENT DATE FOR DURATION OF CONTRACT OR STARTING/COMPLETION: Starting: 1.1.2010. Completion: 31.12.2013. LOT NO 2 TITLE: Guarding JUB 1) SHORT DESCRIPTION: Security services provided by security companies for the EC Delegation's premises and expatriate staff accommodation in Juba. 2) COMMON PROCUREMENT VOCABULARY (CPV): 79713000. 3) QUANTITY OR SCOPE: Services should be provided on a 24/7 basis to the main building in Juba and up to 5 houses in Juba. Estimated cost excluding VAT: Range: between 1 850 000 and 2 050 000 EUR. 4) INDICATION ABOUT DIFFERENT DATE FOR DURATION OF CONTRACT OR STARTING/COMPLETION: Starting: 1.1.2010. Completion: 31.12.2013. SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION III.1) CONDITIONS RELATING TO THE CONTRACT III.1.1) Deposits and guarantees required: EC Financial Regulation shall be fully respected. III.1.2) Main financing conditions and payment arrangements and/or reference to the relevant provisions regulating them: Monthly payment within 30 days of receipt of invoice. EC service contract shall be fully respected. III.1.3) Legal form to be taken by the group of economic operators to whom the contract is to be awarded: Operator will have to be duly registered in EC database in compliance with EC protection of personal data. Bank account form and legal entity form will have to be submitted. III.1.4) Other particular conditions to which the performance of the contract is subject: No. III.2) CONDITIONS FOR PARTICIPATION III.2.1) Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers: Information and formalities necessary for evaluating if requirements are met: Article 93 of the EC Financial Regulation is fully applicable. Exclusion from participation shall apply in case of a.o. bankruptcy and any analogous situation, offence, grave professional misconduct, unpaid tax or social contributions, illegal activities. A declaration on honour shall be duly signed and dated stating that the applicant is not in a situation referred to in this Article 93. III.2.2) Economic and financial capacity: Information and formalities necessary for evaluating if requirements are met: The following documents are necessary: balance sheets and statements of incomes and expenditures for the last 3 financial years for which accounts have been closed, evidence of professional risk indemnity insurance. Minimum level(s) of standards possibly required: Average turnover of the last 3 years should be at least 3 times superior to this contract's amount; solvability, liquidity and profitability should all be positive. III.2.3) Technical capacity: Information and formalities necessary for evaluating if requirements are met: The following documents are necessary: educational and professional qualifications of the operator's managerial staff; list of the services carried out in the last 5 years with sums, dates and place; certificates of satisfactory execution for similar fully-completed services; statement of the average annual manpower and the number of managerial staff in the last 3 years. Minimum level(s) of standards possibly required: Evidence of professional performance of similar services should be in the form of certificates issued by at least 3 different competent authorities. III.2.4) Reserved contracts: No. III.3) CONDITIONS SPECIFIC TO SERVICES CONTRACTS III.3.1) Execution of the service is reserved to a particular profession: Yes. The company shall have the authorisation of the Sudanese authorities to perform guards service.
