The Regional Contracting Office-Bavaria in support of the Joint
Multinational Simulation Center (JMSC)at Grafenwoehr, Germany, is conducting
a Request for Information/Sources Sought synopsis for information and
planning purposes only. We are seeking industry's input and interested firms
who are capable of providing technical support services required to
integrate battle command systems and simulation federations, provide stable
simulation network backbone and exercise infrastructure, and provide
configuration management to the Joint Multinational Simulations Center.
These services support deployment Mission Rehearsal Exercises and training
events, assist in facilitating Joint, Combined, NATO, and service component
commander, staff and leader constructive simulation training up to C/JTF,
and assist in contributing to Combatant Commanders' engagement strategy.

This is not a solicitation announcement. Currently, no solicitation is
available. This request for information does not commit the Government to
pay any cost incurred in preparation of any submission to this RFI/Sources
Sought Notice. The purpose of this request for information is to gain
knowledge of available sources and to obtain information from interested
sources on how we can best execute this requirement as a performance based
service contract. All interested and capable sources are asked to read the
draft Performance Work Statement and provide written comments concerning the
proposed incentives, performance-based requirements, acceptable quality
levels and required surveillance. We are very much interested in industry's
input on performance incentives as well as the overall understanding and
ability to execute the draft Performance Work Statement. Interested and
capable firms are encouraged to provide comments that are substantiated by
best industry practices, experiential knowledge, and prior performance-based
contracts. Responses to this Request For Information/Sources Sought synopsis
will be used by the Government to make appropriate acquisition decisions.
After review of the responses to this synopsis, and if the Government still
plans to proceed with the acquisition, a solicitation announcement will be
publicized in FedBizOpps. All interested offerors will be required to
respond to the solicitation announcement in addition to responding to this
request for information/sources sought synopsis. It is the potential
offeror's responsibility to monitor this site for the release of any
solicitation or synopsis. The anticipated scope of services is as
established in the attached draft Performance Work Statement.
