RFT - MEASUREMENT, DESIGN FABRICATION & INSTALLATION OF STEEL STOP LOGS (Northwind Lake Dam)
Measurement, Design, Fabrication and Installation of Steel Stop Logs on Northwind Lake Dam Intake Gates
This Request for Tenders is issued by Her Majesty the Queen in right of Ontario, as
represented by the Minister of Natural Resources (the “Ministry” or “MNR”).
The Ministry invites tenders for the provision of measurement, design, fabrication and installation of steel stop logs on Northwind Lake Dam intake gates.
The dam is located approximately 500 km north of Red Lake, Ontario at the outlet
of Northwind Lake on the Flanagan Duck River.
The dam is a concrete structure approximately 5 m (16.4’) high and 29 m (95’) long. The deck contains no operating equipment for removing gates and stop logs. There are three 4.28 m (14’) spillway bays and three 2.4 m (8’) intake gates.
The intake gates all have a 2.4 m x 2.4 m (8’x8’) opening size, each contain double gains. The gains are 280mm (11”) wide. One set of gains contain 250 mm x 300 mm timber stop logs extending the full height of the gain slots. All dimensions are approximate and will have to be confirmed by measurement. Currently, there is no equipment available on site to manipulate the existing stop logs.
There are no handrails or other fall restraint system located on the concrete dam deck, nor are there gain covers on the spillway or intake gains.
Scope of Work:
The successful bidder will be responsible for measuring, designing, fabricating and
installing steel stop logs, for three intake gates to seal the existing penstocks.
The new steel stop logs are to be installed to seal the intake gates and replace the existing timber stop logs. The successful bidder will have to verify all dimensions and determine the required stop log quantity for all three intake openings.
The successful bidder will be responsible for all costs associated with material, labour, transportation, design, fabrication and installation as further described in the RFT document.

A bidder who has not obtained this tender through MERX will have its tender
disqualified unless a third party has requested this tender from MERX on that bidder’s behalf and that bidder have identified the third party on the label of its tender. If a bidder who has obtained this tender from a third party, fails to identify that third party in this manner, that bidder’s tender will be disqualified.
Bidders who intend to respond to this procurement opportunity are requested not to
cancel their receipt of addenda or amendments, since they must obtain through MERX all of the information documents that are issued through MERX.
In the event that a bidder chooses to cancel the receipt of addenda or amendments their subsequent bid submission may be rejected.
