Presidential Secretariat e-SRI LANKA DEVELOPMENT PROJECT (Cr.3986 CE) SRI LANKA Contract for Human Resource Management (HRM) Module of eSamurdhi Project (ICTA/CON/QBS/P5/264) Request for Expressions of Interest (EOI) The Government of Sri Lanka (GOSL) has received a credit from the International Development Association (IDA) towards the cost of the e-Sri Lanka Development Project. The Information and Communication Technology Agency of Sri Lanka (ICTA) is the implementing organization for the e Sri Lanka Development Project. The Re-Engineering Government (Re-Gov) program as an important component of the e-Sri Lanka initiative, it is envisioned that the activities of the Samurdhi Authority of Sri Lanka should be automated. ICTA intends to apply part of the proceeds of the credit to this activity of the eSamurdhi project which is one of the initial projects of the Re-engineering government program. The eSamurdhi project is one of many projects that provide a set of services required by Samurdhi Authority of Sri Lanka (SASL). This particular project will provide an integrated solution for SASL. Selected Software Service Provider will be responsible for developing this HRM under the guidance of the technology team at ICTA. The implementation will be continuously reviewed by an ICTA appointed group of software architecture/technology experts. ICTA now invites Expressions of Interest (EOIs) from eligible Software Service Providers (firms) to take up this contract. EOIs must include documentary evidence to demonstrate qualification, experience in carrying out assignments in similar nature, technical capabilities, appropriate skills and expertise. All information requested in the “EOI information form” should be provided by the consultants. Interested parties may download the “Scope of Services” and “EOI information Form” from the procurement link of the ICTA website; www.icta.lk. Consultants will be selected in accordance with the procedures set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004. All interested parties are informed that all documents should be issued in English Language.
