ASSIGNMENT DESCRIPTION

The Comprehensive Japan/IFC Trust Fund (CJTF), formerly called the Japan/IFC Technical Assistance Trust Fund, was established in 1995 to support IFCs regional and global advisory services programs. CJTF represents Japans largest trust fund with IFC, with US$76 million of paid-in contributions from FY12-17Q2.

The objective of the assignment is to conduct an independent assessment of the CJTF, focusing on: (1) Analyzing the development results and impacts achieved through the CJTF, both at the portfolio and project/program level. (2) Assessing the trust fund administration, in terms of alignment with IFC and Japans strategic priorities and effectiveness in resource allocation. (3) Summarizing recommendations for future design of the CJTF.

The contractor will assess the activities of projects funded under two windows of the trust fund Regular CJTF and the Tokyo International Conference on African Development (TICAD) program between July 2010 and December 2015
