The Chief Electoral Officer of Canada (“CEOC”), an agent of Parliament, exercises general direction and supervision over the conduct of elections and referendums at the federal level. The CEOC heads the Office of the Chief Electoral Officer, commonly known as Elections Canada.

EC requires the provision of Informatics Professional Services for a technical team consisting of six resources to assist the Elections Canada Contact Centres (EC3) project team in the implementation of a case management system.


Part of Election’s Canada Contact Centre project mandate is to introduce a case management system (CMS) for use within Elections Canada Headquarters (ECHQ) and provide external access to field office workers and to at least one third-party contact centre. As per Treasury Board guidelines, the Shared Case Management System (SCMS) application is a likely candidate for use and through the Memorandum of Understanding (MOU) process Public Services and Procurement Canada (PSPC) has initiated the procurement of licenses. The intent is that the initial hosting of the solution will leverage the services of Shared Services Canada. Some characteristics of the new application are:

The SCMS application operates on the MS Dynamics Client Relationship Management (CRM) platform;
A telephony solution will integrate with the CMS;
A public-facing web form will integrate with the CMS; and
Other internal and/or external applications, systems or functionality will integrate with the CMS.
Period of the Contract

The Contract period will be from the Effective Date of the Contract until March 31, 2018 (the “Initial Term”). The Contractor will grant to Elections Canada irrevocable options to extend the period of the Contract by one additional period of one year under the same terms and conditions.

This procurement process is subject to the: World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement, the Canada-Colombia Free Trade Agreement, the Canada-Panama Free Trade Agreement, the Canada-Peru Free Trade Agreement, and the Agreement on Internal Trade (AIT).

It is requested that bids be addressed to the attention of the Contracting Authority and delivered to the Proposal Receiving Unit. Bids must be delivered to the following address, sealed, on or before June 5, 2017 at 2:00 p.m. (Gatineau, Quebec time).

Once the successful bidder has been announced, bidders may request a debriefing on the results of the RFP process. Bidders should make the request to the Contracting Authority as per the terms of the RFP. The debriefing may be in writing, by telephone or in person.
