Assignment title: Improving standards in the field of Intellectual property

The Republicof Kazakhstan has received financing from the World Bank toward the cost of a Justice Sector Institutional Strengthening Project(JSSIP), and intends to apply part of the proceeds for consulting services.

The goal ofthe JSSIP is to increase efficiency, transparency and access to state services in the justice sector. Consulting services (the"Services") include the strengthening of the justice sector through the improvement of service quality and efficiency of theMinistryof Justice in the field of improving legislation in the field of intellectual property.

The objectivesof this Assignment are to assist the Ministry of Justice (MOJ) to meet the intellectual property-related JSISP project resultsindicators by (i) increasing legal culture/legal outreach; (ii) strengthening MOJ institutional capacity to improve intellectualproperty legislation. The services will support increasing awareness about intellectual property rights, benchmark of internationalgood practices on intellectual property issues compared to Kazakhstan's intellectual property practices, and improvement ofintellectual property legislation.

Expected outcomes:

1)     Increasing awareness of citizens and private sector (more details on respondents categories will be determined in thetechnical specification) about intellectual property rights and its protection;

2)     Development of amendments to intellectual property-related and subordinate/implementing regulations to improve protectionof intellectual property rights, taking into account international and Kazakh good practices and lessons.

Expected duration of the Assignment is 12 (twelve)months.

The Ministryof Justice of the Republic of Kazakhstan now invites eligible consulting firms (the "Consultant") to indicate their interest inproviding the Services. The Consultant should provide information, demonstrating that they have the required qualifications andrelevant experience to perform the Services (brochure, description of related assignments, experience in equivalent activities, staff relevant skills etc.).

Theshortlisting criteria are:

1)     atleast 5 (five) years of experience in providing consulting services in the field of intellectual property;

2)     excellent reputation for high-quality and timely delivery or international renown supported by references, recognisedratings or an independent evaluations;

3)     experience of similar assignments in OECD and/or EU member states;

4)     keypersonnel meeting or exceeding the qualifications, skills and experience indicated in the terms of reference;

5)     knowledge of specifics of the region's and CIS countries' legislation is preferable.

6)     the teamshould include experts in valuation and (or) technical or economic fields.

The attentionof interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants underIBRD Loans and IDA Credits& Grants by World Bank Borrowers (January 2011, revised July 2014) ("Consultant Guidelines"), settingforth the World Bank's policy on conflict of interest.

Consultantsmay associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications

A Consultantwill be selected in accordance with the Quality- and Cost-Based selection (QCBS) method set out in Consultant Guidelines.
