This Request for Information (RFI) is issued by the Internal Revenue Service (IRS) on behalf of the United States Department of the Treasury to provide our internal stakeholders with a better understanding of industry capabilities, potential sources, firm practices and changes in technology relevant to an upcoming requirement for a Department-wide Integrated Talent Management (ITM) solution.

The United States Department of Treasury, Office of the Chief Information Officer (OCIO) and Office of the Chief Human Capital Officer (OCHCO) are seeking a third party provider to offer an ITM solution to service the talent management requirements for the Department and all of its Bureaus. Treasury is seeking a Federalized, Software as a Service (SaaS) solution which minimally includes the following HR modules and functionality.

 Performance Management
 Learning Management
 Competency Management
 Compensation
 Succession Planning
 Workforce Management
 Reporting (Standard and Customized)
 Social Networking


Treasury is also seeking implementation, training and recurring operations and maintenance support for the SaaS solution. Additional functionality, consulting services and technology may be considered through this RFI effort.
