Modernizing Bangladesh’s National Board of Revenue: An Exciting and Challenging Opportunity REQUEST FOR EXPRESSION OF INTEREST FOR THE SELECTION OF INDIVIDUAL CONSULTANTS IN THE FOLLOWING AREAS (1) CHANGE MANAGEMENT ADVISOR (REVENUE ADMINISTRATION); (2) HUMAN RESOURCE MANAGEMENT ADVISOR; (3) INFORMATION AND COMMUNICATION TECHNOLOGY EXPERT; (4) REVENUE AUDIT EXPERT; (5) CUSTOMS VALUATION EXPERT; (6) CUSTOMS ADMINISTRATION EXPERT; (7) POLICY EXPERT (INCOME TAX); (8) POLICY EXPERT (VAT); (9) LEGAL ADVISOR; (10) CONSULTANT (RESEARCH AND STATISTICS); AND (11) TRAINING EXPERT (REVENUE). The Government of the People's Republic of Bangladesh (GOB) has received from the International Development Association (IDA) a Grant under the Economic Management and Technical Assistance Project, and intends to apply part of the proceeds of this Grant for payments for services by individual consultants for the above-mentioned consultancy assignments under a sub-project for the Modernization and Automation of tax administration for: The Government of Bangladesh is implementing this project, in the context of a Strategic Development Plan (SDP), to modernize the National Board of Revenue (NBR), the apex agency responsible for collecting more than 90% of the Government’s annual tax revenues. The project aims to strengthen the capacity of the NBR and its Departments to collect taxes more efficiently and improve revenue mobilization significantly. It seeks to achieve this objective by (i) strengthening NBR’s organizational structure; (ii) improving human resource management, including training; (iii) strengthening the legal and regulatory framework; (iv) strengthening audit and enforcement; (v) strengthening the effectiveness of the large taxpayer units; (vi) introducing modern tax policies and business procedures and processes in income tax and VAT; (vii) modernizing customs and facilitating trade ; (viii) strengthening statistics and research and (ix) strengthening computerization of the NBR and its Departments to expand use of ICT. The NBR is seeking to appoint experienced and dynamic professionals with international experience as consultants for the above-mentioned positions on a contractual basis. Individuals may express interest in more than one consultancy assignment, and separate expressions of interest should be prepared for each consultancy. Remuneration for the above consultants is about US$ 15,000.00 per month (consolidated). NBR now invites eligible Applicants to indicate their interest in providing the services. Applicants are invited to provide information indicating that they are qualified to provide the services. Applications must be accompanied by a detailed Curriculum Vitae which should include, inter alia, employment history, with duties and responsibilities; current/recent remuneration; major professional achievements, academic details including information on any distinctions earned and major publications (if any); two references, with contact information; and candidates’ contact address, telephone number, and email address.
